ՀՀ ԱԳՆ մեկնաբանությունը Թուրքիայի և Ադրբեջանի նախագահների կողմից ստորագրված հռչակագրի առնչությամբ
INTERNATIONAL NEWSՀՀ ԱԳՆ-ն հայտարարություն է տարածել Թուրքիայի և Ադրբեջանի նախագահների կողմից ստորագրված հռչակագրի առնչությամբ.
«ՀՀ ԱԳՆ-ն արդեն իսկ հանդես էր եկել հայտարարությամբ, որտեղ խստորեն դատապարտել էր Թուրքիայի և Ադրբեջանի նախագահների համատեղ այցն Արցախի Հանրապետության՝ ներկայումս օկուպացված Շուշի քաղաք և այն որակել որպես տարածաշրջանային խաղաղության և անվտանգության դեմ ուղղված ակնհայտ սադրանք։
Նույնքան դատապարտելի և սադրիչ են Շուշիում Թուրքիայի և Ադրբեջանի նախագահների կողմից ստորագրված հռչակագիրը և Թուրքիայի նախագահի կողմից Ադրբեջանի խորհրդարանում հնչեցված ելույթը։
Թեև թուրք-ադրբեջանական հռչակագիրն առանձին կետով նշում է, որ այդ փաստաթուղթն ուղղված չէ երրորդ կողմի դեմ, այնուհանդերձ, դրա ողջ բովանդակությունը թիրախավորում է հայ ժողովրդին։ Այն հստակ մատնանշում է Արցախի Հանրապետության դեմ 44-օրյա ագրեսիա իրականացրած երկու պետությունների դաշինքն ընդդեմ Արցախի ժողովրդի ինքնորոշման, Հայաստանի Հանրապետության տարածքային ամբողջականության և ցեղասպանություն վերապրած աշխարհասփյուռ հայ ժողովրդի իրավունքների։
Հռչակագրում տեղ գտած «Զանգեզուրի միջանցք» արտահայտությունը վկայում է, որ գոտեպնդվելով Արցախի ժողովրդի դեմ իրականացված համատեղ ագրեսիայի և զանգվածային ոճրագործությունների անպատժելիությունից՝ Թուրքիան և Ադրբեջանը ձեռք են բերում հրապարակային պայմանավորվածություններ Հայաստանի Հանրապետության ինքնիշխանության և տարածքային ամբողջականության դեմ։ Նույնքան մտահոգիչ է երկու պետությունների պայմանավորվածությունը՝ պայքարելու Հայոց ցեղասպանության միջազգային ճանաչման դեմ։
Վերոնշյալ պայմանավորվածություններն ամբողջովին հակասում են միջազգային իրավունքի հիմնական նորմերին։ Այս պարագայում արժանի է հիշատակման այն փաստը, որ միջազգային իրավունքի, մասնավորապես, Միջազգային պայմանագրերի իրավունքի մասին 1969թ․ Վիեննայի կոնվենցիայի համաձայն՝ միջազգային բոլոր պայմանագրերը, որոնք հակասում են ընդհանուր միջազգային իրավունքի իմպերատիվ նորմերին՝ առոչինչ են և չեն կարող ունենալ որևէ միջազգային լեգիտիմություն։
Հատկանշական է, որ նշված հռչակագրի հիմքում ընկած է ոչ թե ՄԱԿ Կանոնադրությունը կամ ԵԱՀԿ համընդհանուր և անբաժանելի անվտանգության սկզբունքը, այլ «ցեղային անվտանգության» իրենց մոտեցումը, որն առաջ է մղվում որպես «թյուրքական աշխարհի» միավորման սկզբունք։
Նման հայատյացության համատեքստում տարածաշրջանային համագործակցության պլատֆորմ ստեղծելու Ադրբեջանի խորհրդարանում հնչեցված Թուրքիայի նախագահի առաջարկները երեսպաշտ և ապակողմնորոշող են։
Թուրքիայի և Ադրբեջանի նախագահների հրապարակային պայմանավորվածությունները պարունակում են ոչ միայն ցեղասպան սպառնալիքներ տարածաշրջանում հայ ժողովրդի նկատմամբ, այլ նաև լուրջ մարտահրավեր են միջազգային և տարածաշրջանային խաղաղությամբ և անվտանգությամբ շահագրգիռ բոլոր երկրների համար, ինչն ընդգծում է նշված բոլոր երկրների կողմից սերտ համագործակցության անհրաժեշտությունը։
Արցախի ժողովրդի դեմ ագրեսիայի և ուժի կիրառման արդյունքում ձեռքբերված իրողությունները չեն կարող տևական խաղաղության հիմք դառնալ, այնպես, ինչպես Շուշիում թուրք-ադրբեջանական տարբեր մտացածին նախաձեռնությունները չեն կարող հայկական այդ մշակութային կենտրոնն օտարել Արցախից և հայ ժողովրդից»։
