Արմավիրի նախկին քաղաքապետը կալանավորվել է ընտրակաշառք տալու փորձի համար

ՀՀ հատուկ քննչական ծառայությունում քննվող քրեական գործով ձեռք բերված բավարար ապացույցներով հիմնավորվել է, որ 2021թ.-ի հունիսի 20-ին կայանալիք ԱԺ արտահերթ ընտրություններին մասնակցող դաշինքի օգտին քվեներ ապահովելու համար Արմավիր քաղաքի նախկին քաղաքապետը՝ նույն դաշինքի պատգամավորության թեկնածուների ցուցակում ընդգրկված Ռ. Խ.-ն, Ջանֆիդա գյուղի բնակիչ Գ. Պ.-ի հետ նախնական համաձայնությամբ, խմբով փորձել են կաշառք տալ ՀՀ Արմավիրի մարզի մի շարք ընտրողների: Այս մասին հայտնում է ՀՀ հատուկ քննչական ծառայությունը։

«Այսպես, Ռ. Խ.-ն նախնական համաձայնություն է ձեռք բերել Ջանֆիդա գյուղի բնակիչ Գ. Պ.-ի հետ` կայանալիք արտահերթ ընտրություններին դաշինքի օգտին կողմ քվեարկելու նպատակով ՀՀ Արմավիրի մարզի առնվազն 147 ընտրողների գումարի տեսքով ընտրակաշառք տալու վերաբերյալ: Այնուհետև, պայմանավորվածության համաձայն, 2021 թվականի հունիսի 10-ին` ժամը 16:30-ի սահմաններում, իր ավտոմեքենայով գնացել է Ջանֆիդա գյուղում գտնվող՝ Գ. Պ.-ի բնակության վայր` ընտրակաշառքի առարկա հանդիսացող 9.000.000 ՀՀ դրամը նրան փոխանցելու և Գ. Պ.-ի կողմից այդ գումարը նախապես կազմված ցուցակներին համապատասխան ընտրողներին հասցեական տալու համար: Սակայն Ռ. Խ.-ն և Գ. Պ.-ն իրենց հանցավոր արարքն ավարտին չեն կարողացել հասցնել իրենց կամքից անկախ հանգամանքներով. վերջիններս գումարի փոխանցման պահին ՀՀ ոստիկանության ծառայողների կողմից ձեռնարկված միջոցառումների շրջանակներում բերման են ենթարկվել, իսկ ընտրակաշառքի առարկա գումարը հայտնաբերվել և վերցվել է դեպքի վայրի զննությամբ` Գ. Պ.-ի տան բակից:

Վերը նշված հանցավոր արարքների կատարման համար 12.06.2021թ.-ին  Ռ. Խ.-ին և Գ. Պ.-ին մեղադրանք է առաջադրվել  ՀՀ քրեական օրենսգրքի 34-154.2-րդ հոդվածի 4-րդ մասի 1-ին  2-րդ կետերով: Նույն օրը քննիչի կողմից նրանց նկատմամբ կալանավորումը որպես խափանման միջոց ընտրելու միջնորդություններ են ներկայացվել դատարան, որոնք բավարարվել են:

Քրեական գործով նախաքննությունը շարունակվում է:

Այսպիսով, ընտրակաշառքի դեպքերի առթիվ հարուցված և ՀՀ հատուկ քննչական ծառայությունում քննվող քրեական գործերի շրջանակներում մեղադրանք է առաջադրվել 3 անձի, որոնց բոլորի նկատմամբ որպես խափանման միջոց է ընտրվել կալանավորումը: Եվս 8 անձ ունեն կասկածյալի կարգավիճակ:

Ձեռնարկվում են անհրաժեշտ քննչական և դատավարական այլ գործողություններ` վերը նշված դեպքերի բոլոր հանգամանքների և ընտրակաշառք բաժանելու հանցավոր սխեմայում ներգրավված բոլոր անձանց ինքնությունը բացահայտելու ուղղությամբ»,- ասված է հաղորդագրության մեջ:

Ծանուցում. ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով:
