Նոյեմբերի 9-ի իրադարձությունների ժամանակ, երբ պետք է ստորագրվեր հայտարարությունը, իրոք թեմա է եղել կապված, այսպես կոչված, անկլավների հետ: Այս մասին Բերդում հայտարարեց Նիկոլ Փաշինյանը:

Նա նշեց, որ մարդիկ են եղել, ովքեր ասել են, որ պետք է այդ տարբերակով ստորագրվի, սակայն իրենք այնպես են արել, որ այդ կետը հանվել է:

Ինչ վերաբերում է բանակցություններում անկլավների թեմային, Փաշինյանը պնդեց, որ այն եղել է դեռևս 1999 թվականից ու այն միշտ եղել է բանակցային օրակարգում. «Մենք կարծում ենք, որ անկլավների ընդհանուր տրամաբանությունն ու անկլավների հետ կապված հարցերի միջազգային իրավունքով ու պրակտիկայով սահմանված ձևեր կան: Որ այն իրավիճակը, որը կա, արձանագրված է, այդ իրավիճակն ուղղակի թողնվում է: Մենք էլ անկլավ ունենք Ադրբեջանի տիրապետության տակ՝ Արծվաշենը:

Մեր տրամաբանությունն այն է, որ ինչպես հիմա կա, այդպես էլ մնա՝ ինչ իրենց վերահսկողության տակ է, մնա այնտեղ, ինչ մեր վերահսկողության տակ է՝ մնա մեր վերահսկողության տակ»:

«Բայց մի հատ խնդիր կա: Դուք գիտեք, որ Տավուշի մարզից մի քանի տասնյակ կմ հայկական տարածքներ գտնվում են Ադրբեջանի տիրապետության տակ: Այսօր մեր գյուղերում հազարավոր հեկտարների վարելահողեր կան, որ իրենց տիրապետության տակ է:

Երբ թեման եկել է, մենք էլ բանակցություններին այդ թեման ենք բերել: Մենք ասել ենք, որ հարցերը պետք է դիտարկվեն ընդհանուր համատեքստում»,-ասաց նա:
