«Փաստ» օրաթերթը գրում է

Ընտրություններին մնացել է 12 օր: Տեղամասում ընտրողին տրվելու է 26 թերթիկ, որոնց վրա ընտրողը որևէ նշում չի անելու, այլ ընտրելու է իր նախընտրած քաղաքական ուժի քվեաթերթիկը և առանց ծալելու դնելու է քվեարկության ծրարի մեջ: Այնուհետ ընտրողը չօգտագործված քվեաթերթիկները գցելու է քվեարկության խցիկում տեղադրված առանձին տուփի մեջ: Այս օրերին հաճախ են մեզ դիմում հարցով, թե ինչպես նետել այդ «չընտրված» քվեաթերթիկները, արդյո՞ք պետք է դրանք պատռել:

«Ընտրությունների վերահսկման կոմիտեի» անդամ, իրավապաշտպան Ռուբեն Մելիքյանը «Փաստի» հետ զրույցում նշեց, որ Ընտրական օրենսգիրքն այս առումով որևէ կարգավորում չունի: «Հիշենք, որ թե՛ 2017, թե՛ 2018 թվականների խորհրդարանական ընտրություններին մարդիկ այդ քվեաթերթիկները պարզապես կա՛մ թողնում էին քվեախցում, կա՛մ իսկապես գցում էին արկղը: 2021թ. արտահերթ ընտրությունների համար որևէ բան չի փոխվել այս կարգավորման մեջ»,-ասաց նա: Անդրադառնալով մնացած 25 քվեաթերթիկը ընտրակեղծիքների նպատակով կրկին օգտագործելու ռիսկերին՝ իրավապաշտպանը շեշտեց, որ ինքը ևս ռիսկեր է տեսնում այդ առումով: Այդ պարագայում ինչպե՞ս ճիշտ կլինի վարվել:

Ռ. Մելիքյանը նշեց, որ այս պահի դրությամբ դեռ որևէ խորհուրդ չի կարող տալ, պետք է նաև մասնագետների կարծիքներ լսել այդ առումով. «Ընտրություններից ավելի կարճ ժամանակ առաջ մեր քաղաքացիներին մենք այդ առումով որոշ խորհուրդներ կտանք: Բայց մի բան փաստ է, որ հատկապես ռեյտինգային ընտրակարգը վերացնելուց հետո այս կարգավորումը պահպանելը, մեղմ ասած, անմտություն էր: Բացարձակ անհրաժեշտություն չկար այս դեպքում հսկայական ծախսի տակ դնել պետությանը, յուրաքանչյուր քաղաքացու համար 26 քվեաթերթիկ տպագրել ու ստեղծել վերոնշյալում ակնարկված ռիսկերը»: Հավելենք, որ սոցցանցերում մի շարք իրավաբաններ կարծիք են հայտնում, որ ճիշտ կլինի պատռել մնացյալ 25 քվեաթերթիկը՝ հետագայում օգտագործելու հնարավորությունը բացառելու նպատակով:
