Հաշվի առնելով 2021 թվականի հունիսի 20-ին կայանալիք խորհրդարանական արտահերթ ընտրությունների կարևորությունը և համապետական նշանակությունը՝ ՀՀ ազգային անվտանգության ծառայությունը տեղեկացնում է, որ օրենքով իրեն վերապահված թույլատրելի ողջ գործիքակազմի կիրառմամբ գործադրելու է գործուն միջոցներ՝ հնարավոր ընտրախախտումների կանխարգելման, բացահայտման, մարդու և քաղաքացու սահմանադրական իրավունքների ու ազատությունների դեմ ուղղված հանցագործությունների դեմ քրեաիրավական պայքարի կազմակերպման, ընտրությունների օրինական ընթացքն ապահովելու նպատակով և հիշեցնում է, որ ՀՀ Սահմանադրության համաձայն՝ Հայաստանի Հանրապետությունում իշխանությունը պատկանում է ժողովրդին: Ժողովուրդն իր իշխանությունն իրականացնում է ազատ ընտրությունների, հանրաքվեների, ինչպես նաև Սահմանադրությամբ նախատեսված պետական և տեղական ինքնակառավարման մարմինների ու պաշտոնատար անձանց միջոցով:

Միաժամանակ, ՀՀ ազգային անվտանգության ծառայությունը հիշեցնում է, որ ՀՀ քրեական օրենսգիրքը պատասխանատվության խիստ միջոցներ  է նախատեսում ընտրական իրավունքի իրականացմանը, ընտրական հանձնաժողովների աշխատանքներին կամ ընտրությանը մասնակցող անձանց լիազորությունների իրականացմանը խոչընդոտելու, կեղծ տվյալներ հայտնելու, կեղծ փաստաթուղթ ներկայացնելու կամ որևէ այլ եղանակով մեկից ավելի անգամ կամ այլ անձի փոխարեն քվեարկելու, քվեարկության գաղտնիությունը խախտելու նպատակով ընտրողին քվեարկության արդյունքը հայտնելուն հարկադրելու, քվեարկության արդյունքը բացահայտելու նպատակով քվեաթերթիկը ստուգելու, քվեարկության խցիկ մուտք գործելու, ընտրողներին կաշառք տալու, կաշառք ստանալու, ընտրությունների ժամանակ բարեգործության արգելքը խախտելու կամ ընտրողի ազատ կամքի իրականացմանը խոչընդոտելու, ընտրակաշառքի միջնորդության համար:

Ազգային անվտանգության ծառայությունը հորդորում է ընտրական գործընթացի բոլոր մասնակիցներին դրսևորել պատասխանատու վարքագիծ, զերծ մնալ ընտրությունների բնականոն գործընթացը խաթարող հակաօրինական գործելաոճից և հավաստիացնում է, որ ծառայությունը լիարժեք տիրապետում է օպերատիվ իրավիճակին և ձեռնարկելու է իրադրությունից բխող համարժեք գործողություններ՝ նկարագրված հանցավոր արարքները բացահայտելու, խափանելու և չեզոքացնելու ուղղությամբ:

Վերոգրյալի կապակցությամբ՝ ՀՀ ազգային անվտանգության ծառայությունը ակնկալում է ընտրական խախտումների դեմ պայքարում պատասխանատու, բարեխիղճ, ազատ ու թափանցիկ ընտրություններ անցկացնելու հարցում շահագրգիռ քաղաքացիների համագործակցությունը իրավապահ մարմինների հետ, այդ թվում՝ ստացված հանցավոր ընտրախախտումների վերաբերյալ տեղեկություններն անհապաղ իրավապահ մարմիններին հայտնելու եղանակով:
