Աշխատանքի և սոցիալական հարցերի նախարարության տարածքային բաժնի պետը ձերբակալվել է կաշառքի համար

ՀՀ քննչական կոմիտեի Երևանի քննչական վարչության վարույթում քննվող քրեական գործով ձերբակալվել է ՀՀ աշխատանքի և սոցիալական հարցերի նախարարության Քանաքեռ-Զեյթունի տարածքային բաժնի պետ Վարդուհի Գևորգյանը՝ կաշառք վերցնելու կասկածանքով։
Ինչպես տեղեկացրին ՀՀ քննչական կոմիտեի դեպարտամենտի տեղեկատվության և հասարակայնության հետ կապերի բաժնից, 2015 թվականի նոյեմբերի 23-ին ՀՀ ազգային անվտանգության ծառայությունում հաղորդում է ստացվել այն մասին, որ ՀՀ աշխատանքի և սոցիալական հարցերի նախարարության Երևանի Քանաքեռ-Զեյթունի տարածքային բաժնի աշխատակիցները աշխատանքային կենսաթոշակ նշանակելու համար քաղաքացուց պահանջել են կաշառք:
ՀՀ ԱԱԾ-ում նախապատրաստվել են նյութեր, ինչի ընթացքում, դատարանի որոշման հիման վրա, իրականացվել են օպերատիվ հետախուզական միջոցառումներ: Մասնավորապես՝ ձայնագրառվել է քաղաքացու և ՀՀ աշխատանքի և սոցիալական հարցերի նախարարության Քանաքեռ-Զեյթունի տարածքային բաժնի պետի միջև կաշառք ստանալու պայմանավորվածություն ձեռք բերելու վերաբերյալ խոսակցությունը, ապա՝ քաղաքացուն տրամադրվել հատուկ քիմիական նյութով մշակված 100 հազար ՀՀ դրամ գումար, որը վերջինս փոխանցել է Վ.Գևորգյանին:
Կաշառք տալու նմանակման օպերատիվ-հետախուզական միջոցառումն ամրագրվել է համապատասխան արձանագրությամբ, համաձայն որի` հատուկ քիմիական նյութով մշակված թղթադրամները հայտնաբերվել են Վ.Գևորգյանի պայուսակում:
Դեպքի առթիվ 2015 թվականի դեկտեմբերի 3-ին ՀՀ ԱԱԾ քննչական վարչությունում հարուցվել է քրեական գործ՝ ՀՀ քրեական օրենսգրքի 311-րդ հոդվածի 1-ին մասով:
2015 թվականի դեկտեմբերի 10-ին քրեական գործն ստացվել է Երևան քաղաքի քննչական վարչություն և ընդունվել վարույթ:
Նախաքննության ընթացքում ձեռնարկվել են անհրաժեշտ քննչական գործողություններ՝ դեպքի բազմակողմանի, օբյեկտիվ և լրիվ հետազոտումն ապահովելու ուղղությամբ, ՀՀ աշխատանքի և սոցիալական ապահովության հարցերի նախարարության սոցիալական ապահովության պետական ծառայությունից առգրավվել են անձնական գործեր, հարցաքննվել մի շարք անձինք, նրանց թվում՝ սոցիալական ապահովության պետական ծառայության աշխատակիցներ, կատարվել դատավարական այլ գործողություններ։
2015 թվականի դեկտեմբերի 16-ին Վ.Գևորգյանը ձերբակալվել է՝ ՀՀ քրեական օրենսգրքի 311-րդ հոդվածի 3-րդ մասին 1-ին կետով նախատեսված հանցավոր արարք կատարելու կասկածանքով: Կասկածյալը հրաժարվել է ցուցմունքներ տալ:

Ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի`օրինական ուժի մեջ մտած դատավճռով:
