Ազգային ժողովը քննարկում է ՀՀ Վերահսկիչ պալատի 2014թ. տարեկան հաշվետվությունը: Հիմնական զեկուցող, ՀՀ Վերահսկիչ պալատի նախագահ Իշխան Զաքարյանը հայտնեց, որ իրականացված վերահսկողության հիմնական արդյունքները ամփոփվել են 11 ոլորտներում: «Այս ոլորտներն են՝ ներդրումային միջավայրը, ֆինանսները, հանրային ծառայությունների կարգավորումը, կրթութ յունը, առողջապահությունը, գյուղատնտեսությունը, քաղաքաշինությունը, ճանապարհաշինությունը, տեղական և տարածքային ինքնակառավարումը, ընդերքի օգտագործումը, անշարժ գույքի պետական գրանցումը»,- ընդգծեց Զաքարյանը:

Վերահսկողության արդյունքների վերաբերյալ 2014թ. տարեկան հաշվետվությունը կազմելիս՝ առաջին անգամ Վերահսկիչ պալատն առաջնորդվել է Ինտոսայի սկզբունքներով:  «Նաև 2015թ. տարեկան հաշվետվությունը կլինի Ինտոսայի սկզբունքներով, երբ պալատը ձգտում է բացահայտել խնդիրներ, ռիսկեր, դրանց պատճառահետևանքային կապերը, որոնք հնարավորություն են տալիս բազմաթիվ առաջարկներ ներկայացնել դրանց հետևանքների վերացման  կամ պատճառահետևանքային կապերի վերաբերյալ»,- հավելեց Զաքարյանը:

Նա նշեց, որ 2014թ. Վերահսկիչ պալատի ուշադրության կենտրոնում  է եղել դեղերի ձեռքբերման և բաշխման համար միջոցների օգտագործման հարցը: «Եվ մեր օպերատիվ վերահսկողության ընթացքում մենք կարողացել ենք հասնել նրան, որ այդ ձևով կրճատվել է մոտավորապես 634 միլիոն դրամի ձեռքբերման համար հավանական ծախսվող գումարների խնդիրը: Վերահսկողության ընթացքում հաշվետու ժամանակահատվածում ինսուլինի ձեռքբերման համար, երբ նախկինում վճարվում էր 4800 դրամ, ապա այս դեպքում 1345 դրամ, որը նշանակում է բավականին միջոցների տնտեսում»,- ընդգծեց ՎՊ նախագահը:

Նա հավելեց, որ այս առումով խնդիրներ կան նաև՝ կապված շինարարության ոլորտի հետ: «Այստեղ մտահոգիչ է շինարարության ծրագրավորման և նախագծահաշվային փաստաթղթերի կազմման աշխատանքների որակը: Այսինքն, այստեղ դեռ անելիքներ կան, և Վերահսկիչ պալատի մասնագետների օգնությամբ կազմվել է մի ծավալուն փաստաթուղթ, որը վերաբերում է շինարարության ոլորտում կիրառվող տոկոսների խնդրին: Այս առումով մենք բավականին հետաքրքիր առաջարկներ ունենք, և, կարծում ենք, որ դրանք արժանահավատ են և կարող ենք դրանք առաջիկայում քննարկել կառավարության հետ և ավարտել»,- մանրամասնեց Իշխան Զաքարյանը:
