Ամեն ամիս ֆինանսական աջակցություն կտրամադրվի 6 և ավելի երեխա ունեցող և «Ծնողական փառքի» մեդալով պարգևատրված ծնողներին

Աշխատանքի և սոցիալական հարցերի նախարարությունը հանրային քննարկման է ներկայացրել «Ծնողական փառքի մեդալով պարգևատրված անձանց ամենամսյա պատվովճարի տրամադրման կարգն ու չափը սահմանելու մասին» կառավարության որոշման նախագիծ, որի ընդունումը պայմանավորված է Հայաստանի Հանրապետությունում բազմազավակ ընտանիքների դերի ու նշանակության բարձրացման, պետության կայունության, առաջընթացի և ընտանիքի ինստիտուտի ամրապնդման գործում բազմազավակ ծնողների ներդրած ավանդի գնահատման արժևորմամբ:

Այս նախագծի ընդունման դեպքում 6 և ավելի երեխա ունեցող և «Ծնողական փառքի» մեդալով պարգևատրված ծնողներին կտրամադրվի ամսական ֆինանսական աջակցություն, որն ավելի կընդգծի նրանց ունեցած ավանդը ժողովրդագրական իրավիճակի բարելավման և առաջընթացի գործում՝ խթանելով երկրում ժողովրդագրական իրավիճակի բարելավմանը:

Նախագծի հիմնավորման մեջ նշվում է, որ նախագծի ընդունումից հետո, համապատասխան ընթացակարգով կներկայացվի «Հայաստանի Հանրապետության 2021 թվականի պետական բյուջեի մասին»  օրենքում վերաբաշխում և ՀՀ  կառավարության 2020 թվականի դեկտեմբերի 30-ի N 2215-Ն որոշման մեջ փոփոխություններ և լրացումներ կատարելու մասին» կառավարության որոշման նախագիծը, որով առաջարկություն կներկայացվի  ՀՀ պետական բյուջեի «1011. Անապահով սոցիալական խմբերին աջակցություն» ծրագրի «12001. Ընտանիքի կենսամակարդակի բարձրացմանն ուղղված նպաստներ» միջոցառումից ի օգուտ  «1005․ Պարգևավճարներ և պատվովճարներ» ծրագրի «12004․  Ծնողական փառքի մեդալով պարգևատրված անձանց ամենամսյա պատվովճար» նոր միջոցառման պակասեցնել 7,200,0 հազար դրամ՝ Ծնողական փառքի մեդալով պարգևատրված 9 շահառուներին 2021 թվականի մայիս-դեկտեմբեր ամիսներին, յուրաքանչյուրին ամսական 100․0 հազար դրամ վճարում կատարելու համար։

Յուրաքանչյուր հաջորդ տարվա համար ծնողական փառքի մեդալով պարգևատրված անձանց պատվովճարի ֆինանսական միջոցների ավելացման հարցը կքննարկվի տվյալ տարվա բյուջետային գործընթացի շրջանակներում:

Նշվում է նաև, որ անկախությունից ի վեր, պայմանավորված սոցիալ-տնտեսական ծանր իրավիճակով և սոցիալական երաշխիքների ոչ բավարար աջակցությամբ էականորեն նվազել է բազմազավակ ընտանիքների թիվը: Ներկայում ՀՀ-ում շատ քիչ ընտանիքներ են ունենում 3 և ավելի երեխա: Եթե 1990թ. ՀՀ-ում 3-րդ և հաջորդ երեխաների թիվը ընդհանուր երեխաների կարգաթվում եղել է 32 տոկոս, ապա ներկայում այդ ցուցանիշը 22 տոկոս է: 2019թ. տվյալներով ՀՀ-ում ծնված 6-րդ և հաջորդ երեխաների թիվը կազմել է 140 երեխա, որը տվյալ տարվա ընդհանուր ծնունդների ընդամենը 0,4 տոկոսն է: Ժողովրդագրական նոր քաղաքականության առանձնահատկություններից է այն, որ ՀՀ կառավարությունը նախորդ ժամանակահատվածում գրանցված ժողովրդագրական անբարենպաստ իրավիճակի բարելավման կարևոր ուղենիշ է սահմանել ծնելիության խրախուսումը և երեխաների ընդհանուր կարգաթվում 3-րդ և հաջորդ երեխաների ծնունդների աջակցությանն ուղղված քաղաքականությունը:
