ՀՀ ԱԳ նախարարությունը հայտարարություն տարածեց
POLITICSՀՀ ԱԳՆ հայտարարությունն Ադրբեջանի կողմից հայ ռազմագերիների նկատմամբ քրեական հետապնդման վերաբերյալ.
Խստորեն դատապարտում ենք Ադրբեջանի կողմից Արցախի դեմ սանձազերծված վերջին ագրեսիայի ընթացքում գերեվարված Լյուդվիկ Մկրտչյանի և Ալյոշա Խոսրովյանի նկատմամբ պաշտոնական Բաքվի կողմից քրեական հետապնդման փաստը: Համաձայն միջազգային մարդասիրական իրավունքի, մասնավորապես` Ժնևի կոնվենցիաների՝ վերջիններս համարվում են ռազմագերի, որոնք ռազմական գործողությունների ավարտից հետո պետք է անմիջապես ազատ արձակվեն: Մինչդեռ, Ադրբեջանը նրանց դեմ հարուցել է շինծու քրեական գործեր՝ դրանով իսկ բացահայտորեն խախտելով թե´ միջազգային մարդասիրական իրավունքի նորմերը և թե´ 2020թ․ նոյեմբերի 9-ի եռակողմ հայտարարությամբ ստանձնած իր պարտավորությունները:
Չնայած միջազգային հանրության բազմաթիվ կոչերին՝ Ադրբեջանը շարունակում է օգտագործել հայ գերիներին՝ որպես քաղաքական պատանդ և շարունակում է նրանց հանդեպ խոշտանգումների և հոգեբանական ճնշման գործելակերպը:
Հարկ ենք համարում ընդգծել, որ Ադրբեջանն առ այսօր պատասխանատվության չի ենթարկել հայ գերիների և քաղաքացիական անձանց նկատմամբ դաժան և անմարդկային վերաբերմունք ցուցաբերած, այդ թվում՝ սպանություններ իրականացրած անձանց՝ չնայած նման հանցանք գործած անձինք փաստագրել և հրապարակայնացրել են իրենց ոճրագործությունները ։
Պաշտոնական Բաքուն բացահայտորեն արհամարհում է նաև ՄԻԵԴ-ի համապատասխան որոշումներն Ադրբեջանում գերեվարված հայ զինվորականների և քաղաքացիական անձանց մասին տեղեկատվություն տրամադրելու վերաբերյալ: Արդյունքում, 2021թ. մարտի 9-ին դատարանի կանոնակարգի 39-րդ հոդվածի 2-րդ մասի համաձայն, Մարդու իրավունքների եվրոպական դատարանը որոշում է կայացրել ծանուցել Եվրոպայի խորհրդի նախարարների կոմիտեին իր կողմից Ադրբեջանի դեմ ձեռնարկված միջանկյալ միջոցների մասին:
Ադրբեջանում պատանդառության մեջ պահվող հայ ռազմագերիները և քաղաքացիական անձինք, անկախ իրենց գերեվարման ժամկետներից և հանգամանքներից, պետք է շուտափույթ ազատ արձակվեն և հայրենադարձվեն առանց որևէ նախապայմանի:
