Ցեմենտի և կլինկերի ներմուծման համար տուրքի նախատեսվող չափերը նվազեցվեցին. փոփոխություն նախագծում

ՀՀ ազգային ժողովի տնտեսական հարցերի մշտական հանձնաժողովը երկրորդ ընթերցմամբ քննարկման համար հավանություն տվեց Կառավարության ներկայացրած օրենքի նախագծին, որով առաջարկվում է ցեմենտի և կլինկերի 1 տոննային ներմուծման համար սահմանել համապատասխանաբար 14 հազար դրամ և 2 հազար դրամ պետական տուրք:
«Արմենպրես»-ի հաղորդմամբ՝ «Պետական տուրքի մասին» օրենքում լրացում կատարելու մասին օրենքի նախագիծը հանձնաժողովի նիստում ներկայացրեց ՀՀ էկոնոմիկայի նախարար Վահան Քերոբյանը:
Ըստ էության, ցեմենտի և կլինկերի ներմուծումը լիցենզավորման ենթակա է դառնում: Առաջին ընթերցմամբ ընդունված նախագծով առաջարկվում էր 25 հազար դրամ տուրքի չափ սահմանել ցեմենտի և 9 հազար դրամ՝ կլինկերի համար: Սակայն պայմանավորվածություն էր ձեռք բերվել, որ առաջինից երկրորդ ընթերցմամբ քննարկման ընթացքում նախագծում փոփոխություն կարվի, և ցեմենտի տոննայի համար կսահմանվի 14 հազար դրամ պետական տուրք, իսկ կլինկերի համար՝ 2 հազար դրամ:
ՀՀ էկոնոմիկայի նախարարն առաջարկեց փոփոխված տարբերակը դնել քննարկման և քվեարկության: Օրենքի նախագիծն ընդունվելուց հետո ուժի մեջ կմտնի հուլիսի 8-ից:
Հանձնաժողովի նախագահ Բաբկեն Թունյանը նկատեց՝ մտահոգություններ են հնչում, թե վերջին օրերին ցեմենտի դեֆիցիտ է առաջացել, հետաքրքրվեց պատճառներով: Քերոբյանը պատասխանեց. «Խնդիրն առաջացել է Արարատի ցեմենտի գործարանում: Աղացներից մեկը փչացել էր, ինչի պատճառով գործարանը 2 օր չի աշխատել: Բայց հիմա խնդիրն ամբողջությամբ կարգավորված է»:
Ցեմենտի տեղական արտադրողներին պաշտպանելու նպատակով կառավարության նախաձեռնությամբ ԱԺ-ն 2019-ի հունիսին ընդունել էր ներկրվող ցեմենտի վրա 14 հազար դրամ տուրք սահմանելու մասին նախագիծ: Այդ մեխանիզմը պահպանվել էր մինչև 2020 թվականի դեկտեմբերի 31-ը: Փաստացի ստացվել էր, որ այս տարվա սկզբից և՛ ցեմենտ, և՛ կլինկեր կարելի է ներմուծել առանց տուրքի: Տեղական արտադրողներին պաշտպանելու համար կառավարության որոշմամբ ուղղակի արգելվել է ցեմենտի և կլինկերի ներմուծումը,սակայն հետո կլինկերինը թույլատրվել է:
