Ժոզեպ Բորելն ընդգծել է բոլոր հայ գերիների վերադարձի անհրաժեշտությունը՝ անկախ նրանց գերեվարման հանգամանքներից
INTERNATIONAL NEWSԵԽ լիագումար նիստում Լեռնային Ղարաբաղի վերջին պատերազմի համատեքստում ռազմագերիների թեմայով քննարկմանը ներկայացվել է Եվրամիության արտաքին գործերի և անվտանգության քաղաքականության հարցերով բարձր ներկայացուցիչ Ժոզեպ Բորելի ելույթը: Ինչպես փոխանցում է «Արմենպրես»-ը, Բորելը շնորհակալություն է հայտնել Եվրախորհրդարանի անդամներին՝ 2020 թ. Ռազմական գործողություններից հետո ռազմագերիների և պահվող անձանց հարցը բարձրացնելու համար:
«Մենք ուշադրությամբ ընդունեցինք ի գիտություն այդ հարցի շուրջ 120 պատգամավորների նամակը:
Եվրամիությունը հստակ դիրքորոշում է որդեգրել. մենք բազմիցս երկու կողմերին էլ կոչ ենք արել ամբողջությամբ կյանքի կոչել հրադադարի պայմանագիրը: Մենք նաև կոչ ենք արել նրանց փոխանակել ռազմագերիներին և ազատել մնացած բոլոր պահվողներին՝ անկախ նրանց գերեվարման հանգամանքներից, համաձայն միջազգային մարդասիրական իրավունքի և հրադադարի մասին համաձայնագրի:
Բոլոր հայ գերիներին ազատելը կարևոր է վստահության և վստահության ամրապնդման համար ու դա կարևոր քաղաքական ժեստ կլինի: Մենք ողջունեցինք հունվարի 29-ին և մայիսի 4-ին հայ ձերբակալվածների ազատ արձակումը: Մենք պնդում ենք, որ մնացած բոլոր ձերբակալվածներն ազատվեն առանց հետաձգելու:
Եվրամիությունն ակնկալում է, որ երկու կողմերն էլ համագործակցեն ոչ միայն գերիների վերադարձի, այլ նաև այլ կարևոր հումանիտար հարցերի շուրջ: Անհայտ կորածների աճյունների հայտնաբերումն ու հայրենադարձությունը պետք է շարունակվեն: Անհրաժեշտ են անհետաձգելի և վճռական քայլեր՝ մարդասիրական ականազերծման աշխատանքների իրականացման համար անհրաժեշտ տեղեկատվության փոխանակման ուղղությամբ, ներառյալ ականազերծված դաշտերի քարտեզի փոխանակումը՝ հակամարտության հետևանքով ավերված տարածքներ վերադառնալու հնարավորություն ընձեռելու համար»,- ասված է Բորելի ելույթում:
Միաժամանակ, նա կարևորել է լարվածությունը մեղմելու և հասարակություններին խաղաղ պայմաններում առաջընթաց ապահովելու քայլերը և ընդգծել՝ հասարակական բորբոքային հռետորաբանությունից զերծն մնալու անհրաժեշտությունը:
«Եվրամիությունը կոչ է արել պատասխանատվություն կրել միջազգային մարդասիրական իրավունքի ցանկացած խախտման համար: Գերիների խոշտանգումների, վատ վերաբերմունքի կամ մահապատժի ենթարկելու մասին մեղադրանքները և ցանկացած այլ ռազմական հանցագործություն, որոնք կարող էին կատարվել վերջին ռազմական գործողությունների ընթացքում, պետք է մանրակրկիտ ուսումնասիրվեն: Եվրամիությունը պատրաստ է նպաստել միջազգային և անկախ արդարադատության մեխանիզմներին և աջակցել նման հայցերի անկախ հետաքննությանը:
Ռազմական գործողությունների դադարեցումը և անհապաղ մարդասիրական խնդիրների լուծումը միայն առաջին քայլն է`Լեռնային Ղարաբաղի հակամարտությունը դադարեցնելու համար:
