ՄԻԵԴ-ը պարտավորեցրել է Ադրբեջանին բլոգեր Ալեքսանդր Լապշինին վճարել 30 հազար եվրո
INTERNATIONAL NEWSՄարդու իրավունքների եվրոպական դատարանը հրապարակել է «Լապշինն ընդդեմ Ադրբեջանի» գործով որոշումը: «Արմենպրես»-ի փոխանցմամբ, գործը վերաբերում էր Լեռնային Ղարաբաղ կատարած այցելության պատճառով ազատազրկված բլոգեր Ալեքսանդր Լապշինի՝ 2017 թվականին ադրբեջանական բանտում տեղի ունեցած մի միջադեպի հետ: Ադրբեջանի իշխանությունները հայտարարում էին, որ տեղի է ունեցել ինքնասպանության փորձ, մինչդեռ Լապշինը պնդում էր, որ բանտում փորձել են սպանել իրեն: Միջադեպի հետևանքով Լապշինը հոսպիտալացվել էր և տեղափոխվել վերակենդանացման բաժանմունք: Հաջորդ օրը Ադրբեջանի նախագահի կողմից համաներման արդյունքում նա ազատ էր արձակվել, իսկ հիվանդանոցից դուրս գրվելուց անմիջապես հետո արտաքսվել Իսրայել:
Լապշինը դիմել էր ՄԻԵԴ-ին՝ հղում անելով Մարդու իրավունքների եվրոպական կոնվենցիայի 2-րդ (կյանքի իրավունք) և 3-րդ (անմարդկային կամ նվաստացուցիչ վերաբերմունքի արգելք) հոդվածների վրա՝ հայտարարելով, որ բանտում նրա դեմ մահափորձ է արվել և որ տեղի իշխանությունները պատշաճ քննություն չեն իրականացրել: Նա բողոքել էր նաև, որ ադրբեջանական բանտում գտնվելու ժամանակ նվաստացուցիչ վերաբերմունքի է ենթարկվել: ՄԻԵԴ դիմումը ներկայացվել էր 2018 թվականի մարտի 7-ին:
Դատարանը վճռել է, որ տեղի է ունեցել Մարդու իրավունքների եվրոպական կոնվենցիայի 2-րդ հոդվածի խախտում: ՄԻԵԴ-ը պարտավորեցրել է Ադրբեջանին Լապշինին վճարել 30 հազար եվրո փոխհատուցում:
