ՀՀ նախագահ Արմեն Սարգսյանը հայտարարություն է տարածել, որում ասված է.
 
«Սիրելի՛ հայրենակիցներ,
Այս օրերին բոլորիս ուշադրությունը հասկանալիորեն սևեռված է մեր սահմաններին. ադրբեջանական զինուժը Սյունիքում և Գեղարքունիքում խախտել է Հայաստանի Հանրապետության սահմանը և արդեն մի քանի օր ապօրինի գտնվում է մեր երկրի տարածքում:
Ներկա իրավիճակում առանձնահատուկ կարևոր է պետության և պետական կառույցների կողմից երկիրը ճգնաժամից հանելու անվերապահ պատասխանատվությունը, հատկապե՛ս անվտանգության ապահովման հարցերում:
Հորդորում եմ, որ ՀՀ պաշտպանության նախարարությունը, ԶՈւ գլխավոր շտաբը, ԱԱԾ-ն իրենց գործառույթների շրջանակում գործադրեն բոլոր ջանքերը և ձեռնարկեն ամենախիստ միջոցներն ընդդեմ Հայաստանի Հանրապետության տարածքային ամբողջականությանը սպառնացող ոտնձգությունների և սահմանային խախտումների:
Ոչ պակաս կարևոր է մեր դիվանագիտական զինանոցի կիրառումն իր ողջ ուժով: Հայաստանի միջազգային հեղինակության ամրապնդումը, միջազգային գործընկերների հետ համագործակցության և դաշնակցային հարաբերությունների խորացումն անհրաժեշտություն են: Այդ հարաբերությունները պետք է կառուցել իրատեսական և նպատակային օրակարգի հիման վրա: Պետք է գործարկել թե՛ ավանդական և թե՛ հանրային դիվանագիտության ամբողջ գործիքակազմը, ներգրավել Սփյուռքը և օգտագործել բոլոր ռեսուրսները:
Ստեղծված իրավիճակը և մեր գործելակերպն ու արձագանքը պետք է հասկանալի և ընկալելի լինեն մեր միջազգային գործընկերների համար:
Հասարակությունը պետք է ժամանակին և ճշգրիտ իրազեկված լինի տեղի ունեցող գործընթացների մասին՝ վստահ լինելով, որ ինքը պաշտպանված է, որ պետությունը, անկախ քաղաքական կամ այլ գործոններից, իրականացնում է իր գործառույթները:
Սիրելի՛ հայրենակիցներ,
Ստեղծված իրավիճակում վերստին հրամայական է համազգային միասնականությունը՝ Հայաստան, Արցախ, Սփյուռք: Միայն այդ դեպքում կարող ենք լուծել անվտանգային, տնտեսական, ներքաղաքական և մյուս բոլոր խնդիրները: Պետք է գիտակցել, որ մենք ունենք մի սահման՝ Հայրենիքի սահմանը:
Որպես պետություն և ազգ մենք պետք է ունենանք մեկ՝ համապետական և համազգային օրակարգ: Յուրաքանչյուրս՝ Հայաստանում, Արցախում և Սփյուռքում մեր դերակատարմամբ պետք է գործենք այդ միասնական օրակարգի շրջանակում: Հայաստանի, Արցախի, հայ ժողովրդի շահերը կարող է ներկայացնել ու պաշտպանել միայն ուժեղ, կայուն, միասնական և համախմբված Հայաստանը»:
