Լուկաշենկոն մեկնաբանել է իր բռնի մահվան դեպքում օրերս ընդունված որոշումը

Բելառուսի նախագահ Ալեքսանդր Լուկաշենկոն Անվտանգության խորհրդի նիստում հայտարարել է, որ «Ինքնիշխանության և սահմանադրական կարգի պաշտպանության մասին» որոշումը, որն ընդունվել է Բելառուսի նախագահի բռնի մահվան դեպքում իրագործվելու նպատակով, անհրաժեշտ է, որպեսզի քաղաքացիները չանհանգստանան իրենց ճակատագրի համար, իսկ «թշնամիները» չկարողանան ապակայունացնել երկիրը, հայտնում է «Բելտա» լրատվականը։

Լուկաշենկոն նշել է, որ փաստաթուղթն ընդունվել է՝ ելնելով անցյալ տարվա փորձից, և երկրի ղեկավարի բռնի մահվան դեպքում այն կկայունացնի իրավիճակը, մինչ նոր նախագահի ընտրությունը։

«Բնականաբար, երբ նոր նախագահ ընտրվի, այս որոշման անհրաժեշտությունը չի լինի և այն չեղյալ կհայտարարվի նախագահի և խորհրդարանի կողմից», - ասել է Լուկաշենկոն և հավելել, որ որոշումը նպատակ ունի այնպես անել, որ միլիոնավոր քաղաքացիներ չանհանգստանան իրենց ճակատագրի համար։ Նա հավելել է, որ հրամանագիրը գործելու է միայն նախագահի սպանության և մահվան դեպքերում։

Լուկաշենկոն անդրադարձել է հրամանագրի շուրջ առկա քննարկումներին և նշել, որ երկրի կառավարումը վարչապետին չհանձնելը նրան չվստահելու նշան չէ, քանի որ հրամանագրի կիրառման անհրաժեշտության դեպքում վարչապետը կարող է այլ մարդ լինել։

Համաձայն փաստաթղթի՝ մահափորձի, ահաբեկչական գործողության, արտաքին ագրեսիայի կամ այլ բռնի գործողության հետևանքով պետության ղեկավարի մահվան դեպքում պետական բոլոր մարմինները և պաշտոնատար անձինք գործում են Անվտանգության խորհրդի որոշումերի համաձայն, որի նիստերը վարում է վարչապետը։ Երկրի տարածքում հաստատվում է արտակարգ կամ ռազմական դրություն, և Անվտանգության խորհուրդը որոշում է միջոցառումների ցանկը:

Նշվում է, որ Անվտանգության խորհրդի որոշումները պարտադիր են բոլորի համար և ենթակա են անվերապահ կատարման: Այս որոշումը նպատակ ունի պահպանել երկրի անկախությունն ու ինքնիշխանությունը:
