«Հայաստանի համար այս բարդ օրերին Մոսկվայի հայ համայնքն ուշադրությամբ հետևում է Հայաստանի Հանրապետության սահմանամերձ տարածքներում տեղի ունեցող իրադարձությունների զարգացմանը։
Մենք խստորեն դատապարտում ենք Ադրբեջանի սարդրիչ գործողությունները, քանի որ նման գործողություններն ուղիղ սպառնալիք են հանդիսանում ինքնիշխան Հայաստանի տարածքային ամբողջականությանը, ինչպես նաև նպաստում են տարածաշրջանում իրավիճակի ապակայունացմանն ու լարվածության աճին։
Իր գործողություններով ադրբեջանական կողմը հերթական անգամ ի ցույց է դնում իր ռազմատենչ նկրտումները` ապացուցելով, որ ի վիճակի չէ երկխոսություն վարել ու կատարել ձեռք բերված միջազգային պայմանավորվածությունները։
Ստեղծված իրավիճակում ակնհայտ է, որ տարածաշրջանի կայունությանը սպառնացող հետագա հնարավոր կոնֆլիկտի էսկալացիայի համար ողջ պատասխանատվությունն ընկնում է ադրբեջանական կողմի վրա»։
