Արդարադատության նախկին նախարար Հովհաննես Մանուկյանը ֆեյսբուքյան իր էջում գրել է.

«Ընտրական ցիկլն այլևս անդառնալի է։ Հետպատերազմյան Հայաստանի և Արցախի (ավելի շուտ` Արցախի մնացուկների) ապագայի համար այս ընտրությունն ու առաջիկա ամիսներն ու տարիները ճակատագրական են լինելու։ Այս ընտրության և դրա արդյունքում ձևավորվելիք իշխանության որակն է որոշիչ լինելու, թե ինչ ապագա կունենա մեր հայրենիքը և հայ ժողովուրդն ընդհանրապես։

Հայաստանյան էլիտայի և էլեկտորալ ողջ հանրույթի համար պետք է թափանցիկ և հասկանալի լինեն հայկական պետության ապագայի մասին բոլոր քաղաքական հայտատուների տեսակետները։

Այդ իսկ պատճառով ծայրահեղ անհրաժեշտություն է իրականացնել մի քանի կարևորագույն և առանցքային հարցերի շուրջ ընտրություններին մասնակցող կուսակցությունների և դաշինքների իրական մտադրությունների լյուստրացիա։
Ընտրական պայքարի հիմնական խաղացողները պետք է հայտնեն իրենց դիրքորոշումը և տեսլականը, մասնավորապես, հետևյալ հարցերի վերաբերյալ.
- Արցախի կարգավիճակի,
- Պատերազմի արդյունքում Ադրբեջանի կողմից նախկին ԼՂԻՄ տարածքի մի մասի և Շուշի քաղաքի բռնազավթման և դրանց` Արցախի իրավազորության տակ վերադարձնելու,
- Հայաստանի Սյունիքի տարածքով Ադրբեջանին տրանսպորտային միջանցք տրամադրելու թույլատրելիության,
- Այսպես կոչված տարածաշրջանային կոմունիկացիաների ապաշրջափակման համատեքստում Հայաստանի ենթակառուցվածքները և տնտեսությունը Թուրքիայի և Ադրբեջանի համար «բացելու», նման հնարավորություն տեսնելու դեպքում այդ քայլին գնալու ժամկետների, դրա հետևանքով հնարավոր տնտեսական և անվտանգային սպառնալիքների չեզոքացման ուղիների,
- Նոր պայմաններում Հայաստանի արտաքին քաղաքական առաջնահերթությունների, ռիսկերի դիվերսիֆիկացիայի, Ռուսաստանի Դաշնության` որպես ռազմավարական գործընկերոջ հետ հարաբերությունների ռեսթարթի, աշխարհաքաղաքական հիմնական դերակատար երկրների և դաշինքների հետ Հայաստանի հարաբերությունների հայեցակարգի,
- Սահմանադրության վերանայման, մասնավորապես, խորհրդարանական կառավարման գործող մոդելի, նախագահական համակարգի վերադառնալու նպատակահարմարության, դատական իշխանության սահմանադրական մոդելի փոփոխության անհրաժեշտության մասին։

Այս հիմնահարցերի մասին դիրքորոշումները պիտի պարունակեն նաև դրանց կենսագործման և իրացման մեթոդները, ուղիները և այն ռեսուրսները, որոնք կիրառվելու են կոնկրետ քաղաքական խնդիրները լուծելիս»։
