Ապրիլը միշտ թմբկահարելու ամիս է․ Նիկոլ Փաշինյանը խոստովանեց, որ խորամանկել է

Հայաստանի էկոնոմիկայի նախարար Վահան Քերոբյանը օրերս հայտարարել էր, թե ռեկորդային հարկային եկամուտներ են հավաքագրել՝ այդ փաստը ներկայացնելով որպես գործող իշխանությունների հերթական ձեռքբերում։ Աուդիտորների պալատի նախագահ Նաիրի Սարգսյանը, սակայն, փաստերով է ապացուցում, որ կառավարությունն ընդամենը մանիպուլացնում է։ Նրա խոսքով, ամեն տարվա ապրիլին են հավաքագրվում նախորդ տարիների կուտակված շահութահարկի գումարները, ուստի այդ իմաստով ապրիլը բոլոր կառավարությունների համար ցանկալի և թմբակահարելու ենթակա ամիս է։ Նաիրի Սարգսյանի խոսքով, ապրիլին 180 մլրդ դրամ հարկի հավաքագրումով որևէ ռեկորդ չի գրանցվել։
«Այդ գումարից 36 միլիարդ դրամը 2020 թվականի 2-րդ եռամսյակի շահութահարկի հետաձգումն էր, որ վճարվեց 2021 թվականի ապրիլին։ Եթե այդ թիվը հաշվի ենք առնում, ապա նույնիկս նախորդ տարվա համեմատ 7 միլիարդ դրամ պակաս ենք հավաքել»,- մեզ հետ զրույցում արձանագրել է Նաիրի Սարգսյանը՝ էկոնոմիկայի նախարարի հայտարարությունը զուտ ռեկորդային սուտ անվանելով։
Ավելին, ըստ Սարգսյանի, հարկ է նկատել, որ հազար խոշոր հարկատուների ցուցակում առավել խոշորները հիմնականում պետական գերատեսչություններն են, այլ ոչ նախկինի պես արդյունաբերական կամ տեղեկատվական ընկերությունները, ինչը մեկ անգամ ևս հաստատում է նախարարի հայտարարությունների սնանկությունը։ Ի դեպ, վարչապետ Նիկոլ Փաշինյանն ինքն է խոստովանել, որ խորամանկել են այս թվի շուրջ։ Մայիսի 6-ին կառավարության նիստում նա կրկին ասել է, թե ապրիլ ամսվա հարկային եկամուտները կազմել են շուրջ 180 մլրդ դրամ և սա մեկ ամսվա ընթացքում հարկային եկամուտների պատմական ռեկորդ է Հայաստանի Հանրապետության համար:
«Ճիշտ է, այստեղ կա մի փոքր, կոպիտ ասած, խորամանկություն՝ այն առումով, որ, հիշում եք, անցյալ տարի, կապված կորոնավիրուսի համավարակի հետ, մենք հետաձգեցինք, ավելի ճիշտ՝ կարգավորումներով հնարավորություն տվեցինք շահութահարկի կանխավճարներ չվճարել: Այս որոշումը նույնպես որոշակի ազդեցություն ունեցել է հավաքագրումների վրա, ինչը ոչ թե վատ է իրականում, այլ լավ, որովհետև արդարացվել է նախկինում կայացված մեր որոշումը, և դժվար ժամանակներում մենք հնարավորություն ենք տվել, որպեսզի այն գումարները, որոնք պետք է բիզնեսը վճարեր, այսինքն՝ իրենից օտարեր, մնան շրջանառության մեջ և օգնեն ճգնաժամի պայմաններում ավելի բարենպաստ վիճակում գտնվել»,- խոստովանել է Փաշինյանը:
