ՌԴ ԱԳ նախարար Սերգեյ Լավրովի այցը կարևոր մոնիտորինգ էր՝ հասկանալու, թե ինչ տրամադրություններ են Հայաստանի հանրության շրջանում Ռուսաստանի նկատմամբ։

Ռուսները մտածելու և խիստ մտահոգվելու կարիք ունեն։

Հայաստանում մեծ արագությամբ խորանում են հակառուսական տրամադրությունները։ Դրանք հիմնականում իրականացվում են ուղեղային կենտրոնների կողմից լավ մտածված տեխնոլոգիաներով ու կոնկրետ մարդկանց ջանքերով, բայց պակաս դեր չի խաղում ձնագնդի էֆեկտը, երբ հանրության մեջ ռուսական քաղաքականության դեմ տրամադրվողների թիվը մեծանում է ինքնըստինքյան։

Ռուսական աշխարհաքաղաքական վեկտորների և դրանց մեջ հայկական շահը զոհաբերելու մասին կխոսեմ մեկ ուրիշ անգամ։ Հիմա կարևոր է հասկանալ, թե ով է մեղավոր մեզանում Ռուսաստանի դեմ վատ տրամադրությունների համար։

Կարծում եմ՝ առաջին հերթին հենց ռուսական իշխանությունը։

ՌԴ որևէ դեսպան այդպես էլ չձերբազատվեց խորհրդային պաշտոնյայի բարդույթից և իր մեջ ուժ չգտավ դուրս գալ փողոց ու շփվել շարքային հայաստանցիների հետ։ Այնինչ ԱՄՆ կամ եվրոպական որևէ երկրի դեսպան մշտական ուղիղ կապի մեջ է մարդկանց հետ, գնում է մարզեր, նստում է բացօթյա սրճարաններում ու անիմաստ ժպտում անցորդներին։ Դա էլ է դիվանագիտություն, այլ կերպ՝ Public diplomacy (Ժողովրդական դիվանագիտություն)։

Պարզ է, իհարկե, որ դա արևմտյան պոպուլիզմ է, բայց չմոռանանք, որ ժամանակակից աշխարհում հենց պոպուլիստական գործոններն են մեծ դեր խաղում հանրությունների համակրանքը գրավելու համար։ Ոչինչ, որ դա ժամանակավոր է, ոչինչ, որ մեկանգամյա օգտագործման միջոց է, բայց ազդում է։

Բացի այդ, կարծում եմ, ՌԴ իշխանությունը պիտի դադարեցնի կայսերական բառապաշարի կիրառումը հայ ժողովրդի և Հայաստանի հետ շփվելիս։ Եթե մենք դաշնակիցներ ու բարեկամներ ենք, ապա պետք է խոսենք բարեկամաբար, հակառակ դեպքում Հայաստանը այնքան սահուն կանցնի արևմտյան գոտի, որ Կրեմլում, մեղմ ասած, անակնկալի կգան։

ՀՀ իշխանությունն էլ մի կողմից քծնում է ՌԴ-ին, բայց մյուս կողմից հանրային մակարդակում սերմանում է ռուսատյացություն։ Դա վատ հետևանքներ կունենա, և մենք նոր կորուստներ կարող ենք ունենալ։ Պետք է բանակցել և համապատասխանեցնել շահերը։

Չմոռանանք, սակայն, եթե Ռուսաստանը վերջնականապես զրկվեց Հայաստանից, հաջորդ պատերազմը լինելու է Չեչնիայում ու Հյուսիսային Կովկասի մյուս հանրապետություններում՝ Թուրքիայի ուղիղ աջակցությամբ և Ռուսաստանի մասնատման համար։
