«Ժողովուրդ» օրաթերթը գրում է․ «Երեկ խորհրդարանում կայացած գիշերային արտահերթ նիստի ընթացքում առաջին ընթերցմամբ ընդունվեց ««Հայաստանի Հանրապետության ընտրական օրենսգիրք» սահմանադրական օրենքում փոփոխություններ եւ լրացումներ կատարելու մասին» նախագծերի փաթեթը։ Ինչպես հայտնի է, այս փաթեթի մեկ դրույթը՝ համամասնական ընտրակարգի անցնելը, արդեն ընդունվել էր խորհրդարանի կողմից եւ կկիրառվի հունիսի 20-ին կայանալիք արտահերթ խորհրդարանական ընտրությունների ժամանակ։ Այս մեծ փաթեթը ուղարկվել էր նաեւ Վենետիկի հանձնաժողով, եւ ապրիլի 22-ին իշխող ուժը ստացել էր նաեւ նրանց եզրակացությունը։ Սակայն նկատենք՝ երեկ ընդունված նախագծի դրույթներից որեւէ մեկը հունիսի 20-ին կայանալիք արտահերթ խորհրդարանական ընտրությունների ժամանակ չի կիրառվելու։ Այսպիսով, ի՞նչ հիմնական փոփոխություններ են առաջարկվում։ Առաջին հերթին հեշտացվում է խորհրդարան մուտք գործելու կարգը կուսակցությունների համար, սակայն բարդանում է դաշինքների համար։ Այժմ գործող 5 տոկոսի փոխարեն կուսակցությունը կմտնի խորհրդարան նաեւ 4 տոկոսի պարագայում, այսինքն՝ շեմն իջեցվում է, իսկ, ահա, այժմ դաշինքների համար գործող 7 տոկոսի փոխարեն այլ կարգավորումներ են։ Եթե դաշինքը բաղկացած է երկու կուսակցությունից, ապա անցողիկ շեմը 8 տոկոս է, երեք կուսակցություններից կազմված դաշինքի դեպքում՝ 9 տոկոս, իսկ 4 եւ ավելի կուսակցություններից կազմված դաշինքի դեպքում՝ 10 տոկոս։ Նկատենք՝ այս արտահերթ խորհրդարանական ընտրությունների ժամանակ ընդդիմադիր ուժերը հիմնականում հանդես են գալու դաշինքով, իսկ, ահա, իշխող ուժը չի բացառել հենց կուսակցությամբ մասնակցելու տարբերակը։

Այսպիսով, քանի որ ՀՀԿ-«Հայրենիք» դաշինքում եւ «Վերածնվող Հայաստան» -ՀՅԴ դաշինքում երկու ուժ է ներգրավված, ապա ստացվում է՝ նրանց համար անցողիկ շեմը կլինի 8 տոկոս, եթե այս օրենսգրքի դրույթները կիրառելի լինեին։ Այժմ գործող օրենքով Ազգային ժողովի ընտրության երկրորդ փուլն անցկացվում է քվեարկության օրվանից հետո՝ 28-րդ օրը, իսկ նոր օրենքով՝ 42-րդ օրը: Եթե որեւէ կուսակցություն ստացել է բաշխված մանդատների ընդհանուր թվի 50 տոկոսը, ապա այդ կուսակցությունը ստանում է այնքան նվազագույն թվով լրացուցիչ մանդատներ, որի արդյունքում այդ կուսակցության մանդատների քանակը տոկոսային արտահայտությամբ լինի ոչ պակաս, քան 52 տոկոս: Այժմ գործող օրենսգրքով 54 տոկոս է նախատեսված։ Մեկ այլ փոփոխություն է նախատեսված նաեւ մինչեւ 4000 ընտրող ունեցող համայնքների պարագայում, եւ ամրագրվում է, որ համայնքի ղեկավարի եւ ավագանու անդամի ընտրություններն անցկացվում են մեծամասնական ընտրակարգով»:
