2012-2014 թվականներին ես պաշտոնավարել եմ ՀՀ Վայոց ձորի մարզպետի պաշտոնում։ Այդ կարգավիճակում ունեցել եմ պետական գաղտնիք հանդիսացող տեղեկությունների և փաստաթղթերի հետ առնչվելու թույլտվության բարձր աստիճան, հանդիսացել եմ մարզային զորակոչային հանձնաժողովի նախագահ, Քաղաքացիական պաշտպանության մարզային շտաբի ղեկավար, Բանակ-հասարակություն հարաբերությունների զարգացման իմաստով ակտիվ համագործակցություն եմ ծավալել բանակային զորամիավորման հետ և այլն։ Հանդիսանալով բարձրաստիճան պաշտոնատար անձ և մարզի ղեկավար՝ ես անգամ չեմ իմացել, թե ֆիզիկապես որտեղ է գտնվում բանակային զորամիավորման հրամանատարաշտաբային կետը, որտեղ պետք է տեղակայվի զինվորական հրամանատարական կազմը մարտական գործողությունների ժամանակ։ Պատկերացրեք, թե որքան դժվար է ինձ համար գիտակցել ու հասկանալ, որ Արցախում, պատերազմի ժամանակ, Արցախի Պաշտպանության բանակի հրամանատարաշտաբային կետի տեղանքի մասին ոչ միայն իմացել, այլև այնտեղ է գտնվել Հայաստանի վարչապետի հետ ապրող մի կին։ Մարդ, որը չունի գաղտնի փաստաթղթերին առնչվելու թույլտվություն, չի հանդիսանում պաշտոնատար անձ, չի կրում որևէ պատասխանատվություն ու հայտնվում է ամենակարևոր, ամենագաղտնի, ամենապատասխանատու վայրում, ամենակարևոր ժամանակահատվածում, ավելին՝ մասնակցում է քննարկումներին և որոշումների կայացման գործընթացին։ Իմ կարծիքով, պատերազմի պարտության գլխավոր պատճառներից մեկը հենց դա է եղել։

Բարձրաստիճան զինվորականներին հատկացվում է ծառայողական ատրճանակ։ Ակնհայտ է, որ դա նախատեսված չէ թշնամու դեմ կռվելու համար։ Այդ ատրճանակը տրամաբանորեն կարող է ունենալ գործածության երկու դեպք․ դրանով բարձրաստիճան սպան պետք է ոչնչացնի կա՛մ իրեն խանգարողին, կա՛մ ինքն իրեն։ Ինչպես կարող են գեներալներն իրենց զորքին տանել հաղթանակի, եթե ի վիճակի չեն իրենց կողքին կանգնած վտանգը սեփական ձեռքով չեզոքացնելու։ Ընդամենը մեկ գործողություն ու սանիտարական ծառայությունները պետք է հեռացնեին ավելորդ մարմինը, որպեսզի տհաճ տեսարանն ու հոտը չխանգարի հետագա որոշումների կայացմանը։ Այդ դեպքում միայն զորքն ու թշնամին կիմանային, թե ովքեր են իրենց ղեկավարում ու ովքեր են կանգնած իրենց դիմաց։
