Սահմանադրական բարեփոխումների նախագծի ութ գլուխ արդեն պատրաստ է

ՀՀ Նախագահին առընթեր սահմանադրական բարեփոխումների մասնագիտական հանձնաժողովն արդեն պատրաստել է Սահմանադրության փոփոխությունների նախագծի ութ գլուխների նախնական տարբերակը: Հանձնաժողովի նիստերի ընթացքում քննարկվում են Սահմանադրության բոլոր գլուխների վերաբերյալ հանձնաժողովի անդամների կողմից ներկայացվող նկատառումներն ու առաջարկությունները: Միաժամանակ, Սահմանադրության փոփոխությունների շուրջ քննարկումներ են ընթանում քաղաքական կուսակցությունների և միջազգային փորձագետների հետ: Այս մասին «Արմենպրես»-ի հարցադրմանն ի պատասխան` հայտնեցին հանձնաժողովի քարտուղարությունից: Մասնագիտական հանձնաժողովի աշխատանքային խմբերն արդեն քննարկումներ են անցկացրել 12 քաղաքական կուսակցությունների հետ: Քննարկումները դեռ շարունակվում են:
Սահմանադրական փոփոխությունների նախագիծը ՀՀ նախագահին ներկայացնելու ժամկետներն, ըստ տրամադրված տեղեկատվության, պարզ կլինեն հուլիսի վերջին, երբ հանձնաժողովի կողմից քննարկված կլինեն Սահմանադրության բոլոր գլուխները և հաշվի կառնվեն Վենետիկի հանձնաժողովի փորձագետների նկատառումները:
Ինչ վերաբերում է շրջանառվող կարծիքին, որ հնարավոր է Ազգային ժողովի քննարկմանը դրվող նախագծում լինեն կառավարման մեկից ավելի մոդելներ' ընտրությունը թողնելով խորհրդարանին, ապա նշվել է, որ սահմանադրական բարեփոխումների մասնագիտական հանձնաժողովի կողմից ներկայացվող նախագիծը բխում է Նախագահի կողմից հավանության արժանացած հայեցակարգից (որում խոսքը գնում է կառավարման խորհրդարանական մոդելի մասին' խմբ.) և տարբեր մոդելներ չի ներառում, իսկ թե ինչ արդյունքներ կտան քաղաքական քննարկումները' դա մասնագիտական հանձնաժողովի որոշելիք խնդի րը չէ:
Ինչպես հայտնի է, հունիսի 19-20-ը Վենետիկում տեղի է ունեցել Վենետիկի հանձնաժողովի 103-րդ լիագումար նիստը, որի ժամանակ հաղորդում է ներկայացվել Սահմանադրության փոփոխությունների նախագծի մշակման աշխատանքների առաջընթացի վերաբերյալ: Վենետիկի հանձնաժողովը հանձնարարել է զեկուցողներին փոփոխությունների նախագծի վերաբերյալ իրենց նախնական կարծիքը Հայաստանի իշխանություններին ներկայացնել նախքան հոկտեմբերի նստաշրջանը:
2015 թվականի մարտի 15-ին ՀՀ նախագահը հավանություն է տվել սահմանադրական բարեփոխումների հայեցակարգին, որը մասնագիտական հանձնաժողովի կողմից կազմվել է երկարատև հանրային քննարկումներից հետո:
