Ինչու չգնալ ընտրությունների․ Արտակ Թովմասյանը հիշեցնում է՝ պետք է ձևավորել անկախ կառավարություն, փոխել Սահմանադրությունն ու ԸՕ-ն

Ապրիլի 27-ին «Երրորդ ուժ» քաղաքացիական նախաձեռնության անդամ Արտակ Թովմասյանն ուղերձ էր հրապարակել՝ հորդորելով քաղաքական կուսակցություններին և, առհասարակ, հայ ժողովրդին` չգնալ արտահերթ ընտրությունների: 

Այս հայտարարությունից հետո դիտարկումներ եղան, թե Արտակ Թովմասյանը փոխել է իր կարծիքը արտահերթ ընտրությունների վերաբերյալ, քանի որ իր նախորդ ելույթներում իշխանությունների հրաժարականն էր պահանջում:

ԼՈՒՐԵՐ․com-ի հետ զրույցում Արտակ Թովմասյանն ասաց, որ իր կարծիքն անփոփոխ է, և ինքը կողմ է ընտրություններին, բայց դրանք պետք է անցկացվեն սահմանադրական փոփոխությունների և Ընտրական օրենսգրքի բարելավումից հետո։ Հակառակ դեպքում՝ կազմակերպված ընտրություններն ունենալու են ֆիկտիվ բնույթ, և նորացված խորհրդարանը դարձյալ չի արտացոլելու հանրության լայն հատվածների կամքը: Արտակ Թովմասյանը նկատեց նաև, որ հետպատերազմյան Հայաստանում ընդդիմությունը մշտապես դեմ էր արտահերթ ընտրություններին մասնակցելու՝ Նիկոլ Փաշինյանի ժ/պ լինելու պայմաններում` չնայած այդ հարցը յուրաքանչյուր քաղաքական դեմքի որոշելիքն է՝ ի վերջո մասնակցել, թե՞ ոչ, բայց ինքը` Արտակ Թովմասյանը, անձամբ կարծում է՝ երբ Նիկոլ Փաշինյանը տիրապետում է ողջ ադմինիստրատիվ ռեսուրսին, ընտրություններ անցկացնելը նպատակահարմար չէ:

«Ընտրություն պետք է լինի, սակայն ոչ այս իշխանության կողմից կազմակերպված: Ես իմ թե՛ հարցազրույցներում, թե՛ տեսաուղերձում ներկայացրել եմ աշխարհաքաղաքական լարված իրավիճակը, Սյունիքի գլխին դամոկլյան սրի պես կախված վտանգները և, այդ պայմաններում, անընդունելի եմ համարում տարվել քաղաքական խաղերով, երբ առկա են նման լուրջ սպառնալիքներ: Ստեղծված իրավիճակում իմ առաջարկն է ընտրել բոլորի կողմից ընդունելի ճգնաժամային-կառավարիչ վարչապետ, լուծել վերը նշված անվտանգային խնդիրները, ուղիներ գտնել խորը տնտեսական ճգնաժամի հաղթահարման համար և դրանից հետո միայն մտածել նոր խորհրդարանի մասին»:

Արտակ Թովմասյանը իր հարցազրույցներից մեկում առավել մանրամասն ներկայացրել է իր պատկերացումները առաջիկա ընտրությունների կազմակերպման վերաբերյալ։ Նա առաջարկում է ստեղծել ժամանակավոր կառավարություն, որը կունենա 6-12 ամիս ժամանակ առաջին հերթին սահմանադրական փոփոխություններ և Ընտրական օրենսգրքում բարեփոխումներ կատարելու համար, և հետո միայն գնալ ընտրությունների։ Մինչ այդ` առաջարկում է երկրի կառավարման հարցը լուծել կա՛մ կրիզիս մենեջերների, կա՛մ քաղաքական տարբեր ուժերից ձևավորված կառավարության միջոցով։ Այս բոլոր փոփոխություններից հետո միայն Արտակ Թովմասյանը,  իր թիմի հետ միասին, կորոշի` ինչպես մասնակցել ընտրություններին և ինչ ֆորմատով։

Ըստ Արտակ Թովմասյանի` եթե մեր պետությունը 2021թ․-ին գնա ընտրությունների ճանապարհով, հաջորդ 5 տարում լինելու են շարունակական ցնցումներ, իսկ երբ դրանք լինեն ճիշտ ժամանակին, հանգիստ մթնոլորտում, առանց լարումների՝  կստեղծվի հնարավորություն` գնալու զարգացման ճանապարհով։
