«Ժողովուրդ» օրաթերթը գրում է․ «ԱԺ գիտության, կրթության, մշակույթի, սփյուռքի, երիտասարդության եւ սպորտի հարցերի մշտական հանձնաժողովը ապրիլի 28-ին երկրորդ ընթերցմամբ քննարկելու է «Գովազդի մասին» օրենքում փոփոխություններ կատարելու մասին հարցը, որով հերթական անգամ վնասելու են միայն լրատվամիջոցներին: Մի կողմից՝ Նիկոլ Փաշինյանը հրաժարական է տվել, եւ խորհրդարանը պատրաստվում է արտահերթ խորհրդարանական ընտրությունների, մյուս կողմից՝ իշխանություններըւ չեն մոռանում, որ պետք է լրատվամիջոցների դեմ իրենց քայլերն ավելացնեն եւ ավարտին հասցնեն՝ կարողանալով այնպես անել, որ լրատվամիջոցները կրեն ֆինանսական լուրջ կորուստներ: Իսկ ինչի՞ մասին է խոսքը. «Ժողովուրդ» օրաթերթը դեռ հունվարի 26-ին գրել էր, որ ՀՀ ֆինանսների նախարարության երկնած նախագծով կառավարությունն առաջարկում է լրատվական կայքերի միջոցով իրականացվող վիճակախաղերի գովազդների նկատմամբ 20% կայքէջի ծավալային նոր ընդունված սահմանափակման փոխարեն կիրառել ժամային՝ առավել անհարմար եւ անհնարին սահմանումը՝ նախատեսելով, որ լրատվական կայքերի միջոցով վիճակախաղերի գովազդները կարող են իրականացվել 22:00-ից մինչեւ 07:00-ն ընկած ժամանակահատվածում: Իհարկե, առաջին հայացքից թվում է, թե դա շատ դրական նախագիծ է, եւ բուքմեյքերական ընկերությունների գովազդի սահմանափակումը բերելու է նրան, որ քաղաքացիները խաղամոլությամբ չտարվեն, սակայն իրականում նման հետեւանքներ չեն լինում, եւ արդյունքը չի արդարացնում այն նպատակը, որն իր առջեւ դնում է նախագիծը: Ավելին՝ ըստ ֆինանսների փոխնախարար Արմեն Հայրապետյանի՝ նախորդ սահմանափակումից հետո առցանց խաղամոլների թիվը եռապատկվել է:

Հավելենք՝ նախորդ սահմանափակումը վերաբերում էր վիճակախաղերի գովազդների նկատմամբ 20% կայքէջի ծավալին: Այսինքն՝ գովազդի սահմանափակումը չի բերում խաղամոլների թվի նվազման: Սա՝ առաջին փաստ, սակայն խնդիրը նաւ տեխնիկական է, քանի որ տեխնիկապես հնարավոր չէ կայքերի պարագայում ժամանակային սահմանափակում կատարել: Հետեւաբար ստացվում է՝ գովազդները հոսելու են դեպի համացանց, եւ լրատվամիջոցները որպեսզի օգտվեն այդ գովազդներից, կարող են գրանցվել արտերկրում, գործունեություն ծավալել իրավաբանորեն այնտեղ, այստեղից աշխատեն եւ հարկեր չվճարեն: Այսինքն՝ իշխանությունները լրատվամիջոցներին մղում են դեպի արտերկիր: Եթե իշխանությունների նպատակն իսկապես մոլախաղերի դեմ պայքարն է, իրենք պետք է սահմանափակեն հենց մոլախաղերը, մարդկանց մուտքը դեպի գրասենյակներ կամ, օրինակ, սահմանափակումներ դնեն խաղադրույքներ անելու չափի վրա, այլ ոչ թե արգելեն գովազդը կամ որոշ ժամերի գովազդը: Եվ ամենակարեւորը՝ հիմա մեր տնտեսությունն այն վիճակում է գտնվում, որ Հայաստանում գովազդատուները շատ չեն, բուքմեյքերներն էլ հանդիսանում են ամենախոշոր գովազդատուն, եւ գովազդը սահմանափակելով՝ առաջին հերթին վնասելու են լրատվամիջոցներին»:
