Խորհրդարանը քննարկում է Հայաստանում գյուղատնտեսական կոոպերատիվների ինստիտուտի ներդրման նախաձեռնությունը

Ազգային ժողովը քննարկում է Հայաստանում գյուղատնտեսական կոոպերատիվների ինստիտուտի ներդրման օրենսդրական նախաձեռնությունը: «Գյուղատնտեսական կոոպերատիվների մասին» եւ «ՀՀ քաղաքացիական օրենսգրքում փոփոխություն կատարելու մասին» ՀՀ օրենքների նախագծերի փաթեթը խորհրդարանի քննարկմանն է ներկայացրել ՀՀ գյուղատնտեսության նախարարի տեղակալ Ռոբերտ Մակարյանը:
«Վերջին տարիներին գյուղատնտեսությունում գրանցված առաջընթացի հետ մեկտեղ ոլորտում բնատնտեսական ներուժի օգտագործման մակարդակը դեռևս ցածր է, որի հիմնական պատճառներից մեկը հանրապետության գյուղացիական տնտեսությունների փոքր չափերն են և տնտեսությունների համատեղ գործունեության ձեռնարկումների դանդաղ ընթացքը: Ստեղծված իրավիճակում կարևորվում է ագրարային ոլորտում կիրառվող տնտեսվարման ձևերի կատարելագործման, կոոպերացիայի զարգացման ուղղությամբ համակարգված պետական քաղաքականության իրականացումը»,- ընդգծեց Մակարյանը:
Օրենսդրական նախաձեռնությամբ կարգավորվում է գյուղատնտեսական կոոպերատիվների և դրանց միությունների ստեղծման, անդամակցության, գործունեության իրականացման, կառավարման, գործունեության դադարման, վերակազմակերպման, լուծարման հետ կապված հարաբերությունները և սահմանում է դրանց մասնակիցների իրավունքները, պարտականություններն ու պատասխանատվությունը, ինչպես նաև՝ կոոպերատիվների պետական աջակցության ուղղությունները:
Ռոբերտ Մակարյանը հայտնեց, որ նախագիծը բաղկացած է 7 գլխից, ներառում է 30 հոդված: «Գյուղատնտեսական կոոպերատիվը ագրոպարենային համակարգում գործունեություն իրականացնող քաղաքացիների և իրավաբանական անձանց անդամության վրա հիմնված ու իր անդամների գույքային վճարների միավորման միջոցով մասնակիցների նյութական և այլ կարիքների բավարարման նպատակով ստեղծված կամավոր տնտեսական միավորում է»,- մանրամասնեց փոխնախարարը:
Նախագծի ընդհանուր դրույթներ գլխում սահմանվել են կոոպերատիվների նպատակները, ինչպես նաև գործունեության ուղղությունները՝ գյուղատնտեսական արտադրանքի արտադրության իրացում, գյուղատնտեսական մատակարարում, գյուղատնտեսության ոլորտում սպասարկում, գյուղատնտեսական արտադրանքի վերամշակում:
Գյուղատնտեսական կոոպերատիվի անդամ կարող են դառնալ իրավաբանական անձինք և 16 տարին լրացած ֆիզիկական անձինք, 16-ի մինչև 18 տարեկանների դեպքում՝ ծնողի, որդեգրողի, հոգաբարձուի կամ խնամակալության ու հոգաբարձության խորհրդի մարմնի համաձայնությամբ կամ դատարանի որոշմամբ:
Կոոպերատիվի անդամը կարող է մասնակցել կոոպերատիվի կառավարմանը, հանդես գալ առաջարկներով, քվեարկել, ընտրել կամ ընտրվել կոոպերատիվի կառավարման մարմիններում, ստանալ կոոպերատիվի գործունեությունից ձևավորված ավելցուկը, արտոնյալ պայմաններով ձեռք բերել կոոպերատիվի կողմից տրամադրվող ապրանքներ և օգտվել վերջինիս ծառայություններից, կամավոր կերպով դուրս գալ կոոպերատիվից:
