Ժոռա Խաչատրյանը Ֆեյսբուքյան իր էջում գրում է.

Գյուղական բնակավայրերի բնակիչներն ընտանեական դրամագլուխները նախկինում հնարավորություն ունեին օգտագործել միայն հիփոթեքային վարկերի մարման նպատակով: Սա ի սկզբանե նպատակ ուներ խթանել անշարժ գույքի շուկան:

Այստեղ խնդիր էր առաջացել, քանի որ բանկերը հիմնականում հրաժարվում էին հիփոթեքային վարկ տրամադրել գյուղացիներին: Առաջացել էր մի իրավիճակ, երբ գյուղացին ուներ ընտանեական դրամագլուխ, սակայն դա գործնականում չէր կարողանում օգտագործել հիփոթեքային վարկերի մարման համար:

Մյուս կողմից էլ, գյուղացիները շատ ժամանակ ունենում էին տարբեր խնդիրներ բանկերի հետ՝ ինչ-ինչ պատճառներով չէին կարողանում վերադարձնել վարկերը: Ստացվում է, որ գյուղացիները մի կողմից ունեին ընտանեական դրամագլուխ, մյուս կողմից էլ չէին կարողանում դրանք օգտագործել այն ուղղությամբ, որտեղ դրա անհրաժեշտությունն ավելի մեծ էր:

Այս ամենը հաշվի առնելով` որոշակի փոփոխություններ է կատարվել ընտանեական դրամագլխի տնօրինման ուղղություններում: 
Մասնավորապես՝ գործադիր մարմինը որոշել է պայմաններ ստեղծել, որպեսզի դրանք ուղղվեն նաև այլ վարկային պարտավորությունների իրացմանը։ 
Բանկերը գյուղական բնակավայրերում ավելի շատ տրամադրում են գյուղատնտեսական վարկեր: Այսուհետ գյուղացիները հնարավորություն կունենան իրենց ընտանեական դրամագլուխներն ուղղել գյուղատնտեսական և այլ տեսակի վարկերի մարմանը: 
Նշենք, նաև, որ կառավարությունն էլ իր հերթին ստանձնել է գյուղվարկերի՝ ընդհուպ մինչև 6 տոկոսի սուբսիդավորումը։

Սա ամենևին չի նշանակում, որ ընտանեական դրամագլուխներն այլևս չեն կարող օգտագործվել հիփոթեքային վարկերի մարման համար: Ավելին այդ գումարները կարող են ուղղվել նաև ընտանիքի անդամների ուսման վարձերի վճարմանը, ինչպես նաև բժշկական ապահովագրության ձեռքբերմանը։

Սա բավականին լուրջ աջակցություն է գյուղական բնակավայրերի բնակիչների համար: Այս փոփոխությունը կարևոր է նրանով, որ պայմաններ է ստեղծվում ընտանեական դրամագլխի գումարների իրացումը դարձնել նպատակային:
Կարծում եմ, կառավարության այս որոշումը ոչ միայն կթեթևացնի գյուղացու հոգսը, այլ նաև հնարավորություններ կստեղծի գյուղվարկերի ծավալներն ավելացնելու համար:
