Ամբողջական հայտարարությունը՝ ստորեւ.
 
«Հայաստանի եւ Ադրբեջանի միջեւ եղած ռազմական գործողությունները եւ զարգացումները 2020 թվականի նոյեմբերի 9-10-ի եռակողմ հայտարարությունից հետո Եվրոպայի խորհրդի համար մեծ նշանակություն ունեն, եւ մշտադիտարկման կոմիտեն սերտորեն հետեւել է դրանց: Համապատասխան հանձնաժողովների հետ համագործակցությամբ այն լսել է երկու երկրների ներկայացուցիչներին, ինչպես նաեւ անկախ փորձագետների: Հայաստանի եւ Ադրբեջանի համազեկուցողները պարբերաբար համատեղ հայտարարություններով հանդես են եկել տեղի ունեցող զարգացումների վերաբերյալ:
Կոմիտեն համոզված է, որ երկու երկրների խորհրդարանները կարող են եւ պետք է կարեւոր դեր ունենան փոխվստահության մթնոլորտի ստեղծման, հաշտեցման գործընթացի եւ խաղաղ բանակցությունների վերականգնման գործում: Ուստի, կոմիտեն ողջունում է այն առաջընթացը, որ արվել է եռակողմ հայտարարության իրականացմամբ, սակայն նաեւ իր մտահոգությունն է հայտնում այն զեկույցների վերաբերյալ, որ այս հակամարտության համատեքստում գերեվարված ոչ բոլոր անձինք են փոխանակվել: Բացի այդ, կոմիտեն կարծում է, որ երկու կողմերը պետք է ամրապնդեն իրենց համագործակցությունը եւ հաղորդակցությունը, որը նպատակ ունի ականազերծելու նշյալ տարածքները խաղաղ բնակչության անվտանգությունն ապահովելու տեսանկյունից:
Կոմիտեն վերստին նշում է, որ եռակողմ հայտարարության 8-րդ հոդվածը պարզորոշ մատնանշում է պահվող բոլոր անձանց փոխանակումը՝ առանց կարգավիճակի խտրականության, որը կողմերից մեկը տվել է այդ մարդկանց: Ընդգծելով Մարդու իրավունքների եվրոպական դատարանի արտահայտած մտահոգությունները՝ կապված Ադրբեջանի կողմից ենթադրաբար 188 հայերի գերեվարման հետ՝ կոմիտեն կոչ է անում Ադրբեջանին ապահովել պահվող բոլոր հայ գերիների առանց հետաձգման ազատ արձակումը եւ հանձնումը Հայաստանի իշխանությունների հոգածությանը:
Կոմիտեն կարծում է, որ անկախ միջազգային առաքելության ստեղծումը պատասխանատու կլինի քննելու հակամարտությունը եւ միջազգային իրավունքի ոտնահարումները վերջերս տեղի ունեցած ռազմական գործողությունների ժամանակ, ինչն անչափ կարեւոր է հաշտեցման եւ իրապես խաղաղության հաստատման համար: Մշակութային ժառանգությունը կարեւոր է հակամարտության բոլոր կողմերի համար, եւ անհրաժեշտ մեխանիզմների անհապաղ ստեղծումը դրա պաշտպանությունը եւ վերափոխումը ապահովելու գործում առաջնահերթություն է: Ուստի, կոմիտեն հանձնարարել է Եվրոպայի խորհրդի անդամ երկրների միջեւ եղած հակամարտությունների հարցերով ենթահանձնաժողովին ավելի մանրամասն ուսումնասիրել այս երկու հարցերի կոնկրետ մեխանիզմները:
Ի վերջո, կոմիտեն կոչ է անում երկու կողմերին կառուցողաբար ներգրավվել համապատասխան միջազգային կառույցների, մասնավորապես՝ ԵԱՀԿ Մինսկի խմբի հետ աշխատանքներում այն տեսանկյունից, որ ամբողջությամբ իրականացվի եռակողմ հայտարարությունը, եւ սկսեն խաղաղ բանակցությունները»:
