Տնտեսական ակտիվության անկումը շարունակվում է, տնտեսական ճգնաժամը՝ նույնպես

2021 թվականի հունվար-փետրվար ամիսներին տնտեսական ակտիվության ցուցանիշն անկում է ապրել 6,7%-ով, ինչը վկայում է, որ 2020 թվականի տնտեսական ճգնաժամը դեռ չի ավարտվել։ Ուշագրավ է, որ թեեւ ՀՀ պետական բյուջե հավաքագրվող եկամուտների ծավալը գրեթե նույնն է, տնտեսական անկումը մեծ ազդեցություն է թողել քաղաքացիների բարեկեցության վրա։ Դա կարող է բացատրվել մի շարք հարկատեսակների (օրինակ՝ ծխախոտի, ալկհոլային խմիչքների, բենզինի, դիզելի ակցիզային հարկերի) դրույքաչափերի բարձրացմամբ, հարկային վարչարարության բարելավմամբ, ինչպես նաև 5,2% գնաճով․ որքան բարձր է գինը, այնքան ավելի շատ հարկ է գանձվում տվյալ ապրանքից։

ՀՀ պետական եկամուտների կոմիտեի հրապարակած տվյալների համաձայն՝ 2021 թվականի հունվար-մարտ ամիսներին պետական բյուջե են վճարվել 319,6 մլրդ դրամի հարկային եկամուտներ և պետական տուրք, ինչը նախորդ տարվա նույն ժամանակահատվածի համեմատ նվազել է 0,7%-ով։ Այս ժամանակահատվածումէականորեն նվազել են շահութահարկից, ակցիզային հարկից և տուրքերից ստացվող մուտքերը, ինչը պայմանավորված է օրենսդրության փոփոխությամբ և շարունակվող տնտեսական ճգնաժամով։ Փոխարենը զգալի ավելացել են բնապահպանական հարկից, բնօգտագործման վճարներից, մաքսատուրքերից և սոցիալական վճարներից ստացվող մուտքերը, դա էլ հիմնականում բացատրվում է դրույքաչափերի աճով և վարչարարության բարելավմամբ։
Պաշտոնական աղբյուրների համաձայն՝ 2021 թվականի հունվար-մարտ ամիսներին 1000 խոշոր հարկ վճարողներից պետական բյուջե է վճարվել 260,1 մլրդ դրամ, նախորդ տարվա նույն ժամանակահատվածի համեմատ 5,5%-ով կամ 15,2 մլրդ դրամով պակաս։ Եթե 2020 թվականի հունվար-մարտ ամիսներին խոշոր հարկ վճարողների մուծած հարկերի մասնաբաժինն ընդհանուրի մեջ կազմում էր 85,5%, ապա այս տարվա ընթացքում խոշորների մասնաբաժինը՝ 81,4% է։ Այսինքն՝ խոշոր տնտեսվարողները սկսել են ավելի քիչ հարկ վճարել, իսկ այս տարվա հարկերի հավաքագրման հիմնական բեռը ընկել է փոքր և միջին բիզնեսի վրա։

Անշուշտ, վերջին տարիների ընթացքում հարկային վարչարարության խստացման արդյունքում կրճատվել է տնտեսության ստվերային հատվածը, սակայն պաշտոնական տվյալների համաձայն՝ հարկային բեռը ավելացել է փոքր բիզնեսի համար։ Սա այն դեպքում, երբ շարունակվող ճգնաժամից ավելի մեծ չափով տուժել է հենց փոքր բիզնեսը։
