Ներկայացնում ենք թերթի խմբագրականը հատվածաբար.

«ՀԷՑ–ը ես պատկերացնում եմ որպես մի «փոշեկուլ», որը բոլոր դեպքերում՝ անկախ նրանից, թե որքանով է թանկանալու այդ ապրանքը, կուլ է տալու մեր փողերը, որովհետև գործիքը բիզնես անելու համար նախատեսված չէ, բիզնես կառույց չէ: ՀԷՑ-ը ռուսաստանյան պետական հիմնարկ է, որի աշխատանքն ուղղված է մարդկանց գրպաններից փող քաշելուն: Ոչ մի կասկած չունեմ, որ եթե սեփականատերը չփոխվի, այս թանկացումները շարունակվելու են, և հոսանքի գնի առումով ԱՊՀ-ում ռեկորդակիր լինելով՝ մենք չենք սահմանափակվի՝ 1-2 տարուց առաջ կանցնենք ամբողջ աշխարհից:

 Երբ ՀԷՑ-ը սկսի աշխատել բիզնեսի օրենքներով, նույնիսկ հայաստանյան վատ, օլիգարխիկ կանոններով, ամբողջ խնդիրն աստիճանաբար կվերանա: Էներգետիկան Հայաստանում շահութաբեր է [դա ոչ թե իմ, այլ ակադեմիկոս Աբել Աղանբեկյանի կարծիքն է]: Ոլորտը շահույթ կբերի, եթե չլինի ագահ, անիրազեկ և բիզնեսը զարգացնելու մոտիվացիա չունեցող չինովնիկների ձեռքում:

 Խնդիրն, ուրեմն, ոչ այնքան Հանրային ծառայությունները կարգավորող հանձնաժողովի որոշման կասեցումն է, որքան սկզբունքային լուծումներ գտնելը, որոնք, ի դեպ, կարող են նաև որոշ չափով փոխզիջումային լինել: Տարբերակներից մեկը՝ ազգայնացումը, միանգամայն նորմալ լուծում է. Բրիտանիայում, օրինակ, երկաթուղին մի քանի անգամ ազգայնացվել է և սեփականաշնորհվել, կախված նրանից՝ պահպանողականնե՞րն են իշխանության գլուխ, թե՞ լեյբորիստները: Օրենքն այս պահին շատ բաներ թույլ չի տալիս՝ սակագնի փոփոխման հետ կապված: Բայց այդ օրենքը գրողը մենք չե՞նք, այսինքն՝ Ազգային ժողովը չէ՞»,–գրում է թերթի խմբագիրը։
