Վարչապետի հայտարարությունը․ Արշակ Կարապետյանն իրավունքի ուժով ՀՀ ԶՈՒ ԳՇ պետի առաջին տեղակալն է
POLITICSՎարչապետ Նիկոլ Փաշինյանը հայտարարությամբ է հանդես եկել, որում ասվում է․
«Առաջնորդվելով Սահմանադրության և «Զինվորական ծառայության և զինծառայողի կարգավիճակի մասին» ՀՀ օրենքի վերաբերելի դրույթներով՝ վարչապետի կողմից 2021թ. ապրիլի 7-ին Հանրապետության նախագահին էր ներկայացվել առաջարկություն՝ Արշակ Կարապետյանին ՀՀ ԶՈՒ գլխավոր շտաբի պետի առաջին տեղակալ նշանակելու վերաբերյալ՝ կցելով համապատասխան հրամանագրի նախագիծը:
Հաշվի առնելով այն հանգամանքը, որ Սահմանադրության 139-րդ հոդվածի 2-րդ մասով և «Զինվորական ծառայության և զինծառայողի կարգավիճակի մասին» ՀՀ օրենքի 35.1-ին հոդվածի 2-րդ մասով սահմանված ժամկետներում Հանրապետության նախագահը չի ստորագրել վարչապետի կողմից ներկայացված նախագիծը և այն առարկություններով չի վերադարձրել վարչապետին, հիմք ընդունելով Սահմանադրության 139-րդ հոդվածի 3-րդ մասը՝ 2021թ. ապրիլի 13-ից Արշակ Կարապետյանն իրավունքի ուժով համարվում է նշանակված ՀՀ ԶՈՒ գլխավոր շտաբի պետի առաջին տեղակալի պաշտոնին»։
Հիշեցնենք, որ վարչապետ Նիկոլ Փաշինյանի ապրիլի 6-ի որոշմամբ Արշակ Կարապետյանն ազատվել էր Հայաստանի Հանրապետության վարչապետի խորհրդականի պաշտոնից։
Ինչպես արդեն հայտնել ենք, ՀՀ վարչական դատարանի դատավոր Դանիել Դանիելյանը մերժել է ՀՀ ԶՈՒ ԳՇ պետի նախկին առաջին տեղակալ Տիրան Խաչատրյանի գործով հայցի ապահովման միջոց կիրառելու մասին միջնորդությունը։
Հիշեցնենք, որ մարտի 30-ին Վարչական դատարանի կողմից վարույթ է ընդունվել Տիրան Խաչատրյանի հայցն ընդդեմ Պաշտպանության նախարարի և ԶՈՒ Գլխավոր շտաբի, որոնց հրամաններով Տիրան Խաչատրյանը հանվել էր զինված ուժերի գլխավոր շտաբի անձնակազմի ցուցակներից և համապատասխանաբար ազատվել Գլխավոր շտաբի պետի առաջին տեղակալի պաշտոնից։
Խաչատրյանի ներկայացուցիչ Վարուժան Ավետիքյանը նշել է, որ ՀՀ ազգային հերոս, գեներալ-լեյտենանտ Տիրան Խաչատրյանն այս պահին շարունակում է հանդիսանալ ՀՀ ԶՈՒ ԳՇ պետի առաջին տեղակալը:
