Գաղտնիք չէ, որ յուրաքանչյուր երկրի տնտեսության զարգացման գործում առանցքային դեր ունեն փոքր ու միջին ձեռնարկությունները։
ՀՆԱ տեսակարար կշռում ևս նրանց ստեղծած արդյունքը շոշափելի է։ Դա է պատճառը, որ տարբեր երկրների կառավարություններ առանձնակի ուշադրության տակ են պահում ՓՄՁ ոլորտը։ Հայաստանի տնտեսության նման կառուցվածք ունեցող երկրների օրինակը ուսումնասիրելիս՝ ակնհայտ է դառնում մի շատ կարևոր օրինաչափություն՝ ՓՄՁ ոլորտում նոր ստեղծվող ձեռնարկությունների համար պետությունը սահմանում է արտոնություններ, որպեսզի տնտեսվարողները կարողանան ոչ միայն ներդրված կապիտալի ետգնում իրականացնեն, այլև ընդլայնվեն և զարգանան։ Ընդունված և արդյունավետ գործիքներից է նաև էժան վարկավորման քաղաքականությունը։ Հայաստանում պատկերը հակառակն է։ Չկա պետական աջակցություն, չկան էժան ֆինանսական ռեսուրսներ և առհասարակ չկա բարենպաստ միջավայր փոքր ու միջին բիզնեսի զարգացման համար։ Լուրջ խոչընդոտ է համարվում նաև քաղաքական դաշտի անկայուն և անորոշ վիճակը։ Որպեսզի պատկերավոր նկարագրենք իրավիճակը, պետք է ասենք, որ վերջին տասնամյակում Հայաստանում փակվել է շուրջ 20000 փոքր ու միջին ձեռնարկություն։
Ինչևէ, գործող իշխանությունները ևս զարգացման որևէ լուրջ քայլ չձեռնարկեցին, որի պատճառով հատկապես 2020թ.-ի սկզբից մինչ այսօր հազարավոր ձեռնարկություններ փակվեցին։ Նրանք պարզապես չդիմացան Covid-ով պայմանավորված սահմանափակումներին, այնինչ պետությունը պարտավոր էր փրկել նրանց սնանկացումից։ Ինչևէ, առաջիկայում ընտրական պրոցեսներ են մեր երկրում տեղի ունենալու, հետևաբար հատկապես բիզնես ոլորտին հետաքրքիր կլինի լսել, թե ինչ են առաջարկում քաղաքական ուժերը։
