POLITICS«Հետք»-ը գրում է. «Փոխվարչապետ Տիգրան Ավինյանի ընկերները և նրանց ընկերներն ու բարեկամները 2020 թ.-ից աշխատանքի են անցել «Ճանապարհային դեպարտամենտ» ՊՈԱԿ-ում։ Ավինյանի ընկերը նաև աշխատանքի և սոցիալական հարցերի նախկին նախարար Զարուհի Բաթոյանի քրոջ ամուսինն է։
«Ճանապարհային դեպարտամենտ» ՊՈԱԿ-ը «Տրանսպորտի ծրագրերի իրականացման գրասենյակի» իրավահաջորդն է։ Վերջինս էլ «Հյուսիս-հարավ ճանապարհային միջանցքի ներդրումային ծրագրի իրականացման կազմակերպություն» ՊՈԱԿ-ի իրավահաջորդն է։
«Հետք»-ի Կառավարության աղբյուրը տեղեկացրել է, որ փոխվարչապետ Տիգրան Ավինյանի ընկերներն ու նրանց ընկերները տարբեր պաշտոնների են նշանակվել «Ճանապարհային դեպարտամենտ» ՊՈԱԿ-ում։ Տեղեկությունները ստուգելու նպատակով մի շարք հարցումներ ենք հղել տարածքային կառավարման և ենթակառուցվածքների նախարար Սուրեն Պապիկյանին և «Ճանապարհային դեպարտամենտ» ՊՈԱԿ-ի գլխավոր տնօրեն Ստեփան Մաչյանին։
Երեք ամիս տևած նամակագրությունից հետո էական նշանակություն ունեցող տեղեկություններ այդպես էլ հնարավոր չեղավ ստանալ ո՛չ Սուրեն Պապիկյանից, ո՛չ Ստեփան Մաչյանից։ Ստեփան Մաչյանը նույնիսկ հրաժարվեց իր կենսագրականի վերաբերյալ տեղեկություններ հայտնել»։
