«Ժողովուրդ» օրաթերթը գրում է.
«Ժողովուրդ» օրաթերթի տեղեկություններով՝ ՀՀ վարչապետ Նիկոլ Փաշինյանի թիմն առաջիկայում պատրաստվում է պատվիրակություն ուղարկել ՀՀ նախագահ Արմեն Սարգսյանի մոտ: Բանն այն է, որ ՀՀ ընտրական օրենսգիրքը կարծես թե գլխացավանք է դարձել իշխող թիմի համար, եւ իշխանությունները ելքեր են փնտրում:

Մեր նախորդ հրապարակումներից մեկում գրել էինք, որ իշխանությունները որոշել են՝ ոչ թե պետք է ամբողջապես փոխել Ընտրական օրենսգիրքը, այլ բավարարվել միայն վարկանիշային ընտրակարգը հանելով եւ հունիսի 20-ին սպասվող արտահերթ խորհրդարանական ընտրությունների գնալ պարզ համամասնական համակարգով:

Նշենք, որ Ընտրական օրենսգրքի փոփոխությունների փաթեթը գտնվում է Վենետիկի հանձնաժողովում, որտեղ պետք է քննարկեն եւ փորձագիտական կարծիք հայտնեն, ու որքան էլ ՀՀ վարչապետ Նիկոլ Փաշինյանը պատգամավորների հետ հարցուպատասխանի ժամանակ ասել էր, թե Ընտրական օրենսգրքի փոփոխության հարցը ընդդիմությունը թողել է իշխանության հայեցողությանը, այնուամենայնիվ, Վենետիկի մասնագիտական հանձնաժողովի համար կարեւորություն է ներկայացնում այն, որ Ընտրական օրենսգրքում փոփոխությունը պետք է ընդունվի լայն կոնսենսուսով, այսինքն՝ քաղաքական դաշտի դերակատարները նաեւ ԱԺ-ից դուրս պետք է իրենց համաձայնությունը տան։

Այնպես որ, եթե անգամ իշխանական խմբակցությանը հաջողվի կոնենսուս ապահովել խորհրդարանում, նրանք մտավախություն ունեն, որ ՀՀ նախագահ Արմեն Սարգսյանը կարող է չստորագրել Ընտրական օրենսգրքում փոփոխություններ կատարելու նախագիծը: Եվ հենց դա է պատճառը, որ իշխանական ուժը պատրաստվում է առաջիկայում միջնորդներ ուղարկել նախագահի մոտ, որպեսզի հասկանան նրա դիրքորոշումը եւ պլանները։

Նկատենք՝ եթե խորհրդարանական ուժեր ԲՀԿ-ն եւ ԼՀԿ-ն հայտարարում են, թե ցանկացած ընտրակարգի պարագայում իրենք կմասնակցեն արտահերթ ընտրություններին, ապա արտախորհրդարանական ուժերին կողմնորոշվելու համար կարեւոր է հենց ընտրակարգի փոփոխությունը:
