Խաչիկ Ասրյանը պնդում է՝ Հայաստանում կրթությունն ու առողջապահությունը պետք է լինեն անվճար

Հայաստանը պետք է փոխի և բարելավի կրթության և առողջապահության ոլորտներում իրականացվող քաղաքականությունը։ Պետության մասնակցությունն այս ոլորտների խնդիրների լուծմանը կարևորվում է այն պատճառով, որ մեր հասարակության շուրջ 70 տոկոսի համար անհասանելի են նշված ոլորտների ծառայությունները։ Նման դեպքերում երկրները պետական բյուջեի ուսերին են վերցնում այդ ոլորտների բոլոր ծախսերը՝ փորձելով զարգացման բեկում մտցնել։ Դասական մոտեցումը դա է պահանջում և աշխարհում նման հաջողված օրինակներ շատ կան։ «Հայաստանում կրթությունն ամբողջությամբ՝ նախադպրոցականից մինչև բարձրագույն, պետք է լինի միայն ու միայն պետության հոգածության ներքո, այսինքն՝ բացառապես անվճար», - նման համոզմունք ունի «Հայոց Արծիվներ. Միասնական Հայաստան» կուսակցության առաջնորդ Խաչիկ Ասրյանը: Ազգային-պետական գործիչը ընդգծում է, որ Հայաստանում ծնողն այսուհետ չպետք է վաճառի իր կամ իր պապական տունը, որպեսզի այդ գումարով իր երեխային կամ երեխաներին կրթության տա: Հայ սերնդին կրթելը պետք է լինի միա՛յն ազգային-պետական մակարդակով և անվճար: Ինչ վերաբերում է առողջապահությանը, ապա, ըստ Խաչիկ Ասրյանի` Հայաստանում առողջապահությունը պարտադիր պետք է լինի պետության հոգածության ներքո, այսինքն անվճար՝ ներդնելով առողջապահության պետական ապահովագրություն: Խաչիկ Ասրյանը նպատակ է հետապնդում վերջին երեք տարիների ընթացքում փակված բոլոր ծննդատներն ու հիվանդանոցները վերաբացել: «Հայոց Արծիվների» առաջնորդի համոզմամբ՝ Կառավարությունը պետք է ցուցաբերի աննախադեպ աջակցություն՝ Հայաստանում ծնելիության մակարդակի աճը կտրուկ բարձրացնելու համար: Ըստ այդմ՝ յուրաքանչյուր ընտանիքում ծնված 1-ին երեխային միանվագ պետք է հատկացնել 1,5 միլիոն դրամ, 2-րդ երեխային միանվագ՝ 2 միլիոն դրամ, 3-րդ և ավելի երեխային կամ երեխաներից յուրաքանչյուրին միանվագ՝ 3 միլիոն դրամ։ Մինչև 16 տարեկանը, թե 1-ին, թե 2-րդ, թե 3-րդ յուրաքանչյուր երեխային հատկացնել ամսական 50.000 դրամ։ Կրթության և առողջապահության ոլորտներում խնդիրների հաղթահարման, ծնելիության մակարդակի աճը կտրուկ բարձրացնելու վերաբերյալ նման հեղափոխական կոնցեպտ է առաջարկում «Հայոց Արծիվներ. Միասնական Հայաստան» կուսակցությունը։ Ինչ խոսք՝ թե տեսականորեն, և, թե գործնականում հնարավոր է կյանքի կոչել ծրագրային այս կարևոր դրույթները, սակայն դա չի կարող լինել այս իշխանությունների օրոք և ձեռամբ, այլ ընտրությունների արդյունքում ձևավորված այնպիսի իշխանության, որի քաղաքականության հիմքը ազգային և քրիստոնեական արժեքներն ու գաղափարներն են։
