«Աչքփակոցի» Արցախում. «Փաստ»

«Փաստ» օրաթերթը գրում է
Հետպատերազմյան Արցախի այս ծանր օրերին, երբ պետական կառավարման համակարգը գերծանրաբեռնված է գործում, համակարգը արդիականացնելու, չաշխատող կամ ուռճացված օղակներում օպտիմալացումներ անելու փոխարեն, Արցախից բարձր որակավորման կադրերի հոսք է նկատվում: Խնդիրն այն է, որ պատերազմից հետո, իր դիրքերը պահելու և իշխանության տապալում թույլ չտալու նպատակով, Արցախի նախագահ Արայիկ Հարությունյանը, ըստ արցախյան մեր աղբյուրների, ընդդիմադիրների «բերանները փակելու» հեշտ ճանապարհն է ընտրել: «Փաստ» թերթի տեղեկություններով, կառավարման ամենատարբեր օղակներում են տեղավորում այն անձանց, ովքեր պատերազմից հետո ակտիվ բողոքում էին իշխանությունների և անձամբ Հարությունյանի դեմ: Նախորդ շաբաթ արցախյան լրատվականներից մեկը հարցում էր ուղարկել նախագահական, որի արդյունքները պարզապես զարհուրելի էին:
Հարցումից պարզ է դառնում, որ Արցախի նախագահն ունի 40 օգնական, խորհրդական, խորհրդատու, ներկայացուցիչ: Հետպատերազմյան Արցախում, որը կորցրել է իր տարածքի 70-75 տոկոսը, նախագահը կտրուկ մեծացրել է օգնական-խորհրդականների թիվը: Ի դեպ, ինչպես այս ցանկում, այնպես էլ գործադիր մարմնի տարբեր օղակներում կարելի է հանդիպել երբեմնի ընդդիմադիր դեմքերի, ովքեր նոյեմբեր-դեկտեմբեր ամիսներին կոշտ հայտարարություններ էին անում Արայիկ Հարությունյանի հասցեին, իսկ այսօր տեղավորվել են կառավարման համակարգի տարբեր օղակներում՝ նախարարներից մինչև տարատեսակ օգնականներ: Մեր աղբյուրների փոխանցմամբ, քաղաքական «հաշիվների» արդյունքում աշխատանքից ազատվում են բանիմաց կադրերը՝ իրենց տեղը զիջելով երբեմնի ակտիվիստներին:
Նրանցից մի մասին ավելի ցածր պաշտոններ են առաջարկվում, որոշներին էլ առաջարկում են առանց պաշտոնի ամսական «քեշ» գումար՝ «մինչև մի տեղ բացվի»: Հետևանքն այն է, որ պաշտոնական, մասնագիտական աճի բացակայության պայմաններում ոմանք նախընտրում են մեկնել Հայաստան կամ ՌԴ, որովհետև պետական համակարգի միջին ու բարձր օղակներում նախընտրությունը տրվում է նախկին ընդդիմադիրներին,ավելի կոնկրետ՝ նրանց, ովքեր համաձայնում են պաշտոնի դիմաց «աչք փակել»:
