Ձկնորսության գործընթացը կկազմակերպվի պետական կառույցի կողմից. ՇՄ նախարարության նոր լուծումները

ՀՀ շրջակա միջավայրի նախարարությունը Սևանի կենսապաշարների կայուն կառավարման համար համալիր մոտեցման անհրաժեշտություն է տեսնում:

«Արմենպրես»-ի մամուլի սրահում հրավիրված ասուլիսում ՀՀ շրջակա միջավայրի նախարարության Բնության հատուկ պահպանվող տարածքների և կենսաբազմազանության քաղաքականության վարչության պետ Ոսկեհատ Գրիգորյանը նշեց, որ կայուն կառավարումը ենթադրում է Սևանի պաշարների հաշվառում, ուսումնասիրություն, պահպանում, որս կատարելու չափաքանակի սահմանում և այլն:

Սևանում ձկնապաշարի օգտագործումը կանոնակարգելու, գործընթացն առավել կառավարելի դարձնելու համար արդյունագործական ձկնորսության ծրագրի 2-րդ փուլն է իրականացվում, որը թույլ է տալիս ձուկ որսալ սահմանված չափաքանակով ու սահմանված պահանջներին համապատասխան: Ծրագրին զուգահեռ պատկան մարմինները քննարկում են մի տարբերակ, որ ձկնորսության ամբողջ գործընթացը կազմակերպվի պետական կազմակերպության կողմից, իսկ ձկնորսներն այնտեղ լինեն աշխատող:

«Նախատեսվում է ծրագրի մշակում, ըստ որի, ստեղծվի պետական կառույց, որը կկազմակերպի ամբողջ ձկնորսության գործընթացը, ձկնորսներն էլ կլինեն այդ կառույցի աշխատողը:  Կառույցը կլինի նաև մթերողը: Այսինքն՝ մեկ կետով կապահովվի Սևանում ձկնորսության գործընթացը, և այդ կառույցը պատասխանատու կլինի հսկողության համար: Այստեղ շատ կարևոր է աշխատանքի, աշխատատեղերի հարցը: Դրանով կլուծվի սոցիալական խնդիր»,- ասաց Ոսկեհատ Գրիգորյանը:

Սևանում ձկան որսի գործընթացը պետական կազմակերպության միջոցով կազմակերպելը, ըստ Ոսկեհատ Գրիգորյանի, կարևոր է տարածքի սոցիալ-տնտեսական զարգացման տեսանկյունից: Ձկնորսները, գործելով տվյալ կազմակերպությունում, կունենան կայուն աշխատավարձ: Նրանք կվարձատրվեն նաև այն ժամանակահատվածում, երբ պարապուրդի մեջ կլինեն: Սա թույլ կտա դուրս գալ հնարավոր ապօրինությունների դաշտից:

Բնապահպանության և ընդերքի տեսչական մարմնի կենսաբազմազանության վարչության կենդանական աշխարհի վերահսկողության բաժնի պետ Արմեն Արաբյանի խոսքով, պետական կառույցի հետ աշխատելով, առաջ են քաշում կյանքի ապահովագրության բաղադրիչը, որոնք կունենան ձկնորսները: Արմեն Արաբյանը նշեց, որ տարվա ընթացքում լինում են ջրահեղձության դեպքեր, հետևաբար կարևոր է, որ սոցիալական երաշխիքներ լինեն: Ինչ վերաբերում է ձկնորսության գործընթացը պետական կառույցի կողմից կազմակերպելուն, ապա Արմեն Արաբյանը վերհիշեց խորհրդային տարիներին ունեցած փորձը:

«Խորհրդային տարիներին կային ձկնորսական տնտեսություններ, որտեղ ձկնորսներն աշխատում էին: Մենք մտածում ենք, որ գործընթացը կազմակերպվի մեկ պետական կառույցի կողմից, ձկնորսը հանգիստ խղճով կգնա աշխատանքի, իր աշխատավարձը կստանա, ձուկն էլ կհանձնի պետությանը, որն էլ կկազմակերպի դրա իրացումը»,- ասաց տեսչության ներկայացուցիչը:

Առաջարկվող լուծումը դեռ քննարկվել է Գիտությունների ազգային ակադեմիայի հետ: Այն կդրվի հանրային քննարկման՝ ընդգկելով բոլոր շահագրգիռ կողմերին:
