Նոր պարեկային ծառայությունում կրկնակի բարձր են վարձրատրվելու, քան բանակում ծառայող շարքային պայմանագրայինները
SOCIETYԵրևանում գործարկվող պարեկային ծառայության աշխատակիցների համար նախատեսվող աշխատավարձի չափը կրկնակի բարձր է, քան ՀՀ զինված ուժերում ծառայող շարքային պայմանագրայինները։
Կառավարության որոշմամբ՝ նորաստեղծ պարեկային ծառայության աշխատակիցները հուլիսից կստանան նվազագույն հաշվարկային 320 հազար դրամ (հարկված՝ 245 հազար դրամ) աշխատավարձ։ Համեմատության համար նշենք, որ ներկայումս ՀՀ զինված ուժերում ծառայող շարքային կազմի պայմանագրային զինծառայողների նվազագույն մաքուր աշխատավարձը 120 հազար դրամ է։ Մարտական հերթապահության մեջ ընդգրկված շարքային պայմանագրայինները նվազագույնը ստանում են 180 հազար, իսկ առավելագույնը՝ 210 հազար դրամ աշխատավարձ, իսկ սերժանտական կազմի պայմանագրային զինծառայողների աշխատավարձը տատանվում է 250-260 հազար դրամի սահմաններում (հարկված)։ Ընդ որում, վերջին անգամ շարքային կազմի զինծառայողների աշխատավարձերի դրույքաչափերը վերանայվել են 2019 թվականի հունիսի 1–ից, մասնավորապես՝ շարքային պայմանագրային զինծառայողների աշխատավարձը բարձրացել է 23 հազար դրամ կամ 13.7 տոկոսով, իսկ սերժանտ պայմանագրայիններինը (դասընթաց անցած)՝ 49 հազար դրամ, կամ 22 տոկոսով:
Կառավարությունը պարզաբանել է, որ նորաստեղծ պարեկային ծառայության աշխատակիցների աշխատավարձերի բարձրացումը պայմանավորված է դեռևս 2020-ին ծառայության սովորողների համար հայտարարված ընդունելության ժամանակ հրապարակված նվազագույն հաշվարկային աշխատավարձի խոստմանը՝ մոռանալով օրեցօր խորացող ճգնաժամի արդյունքում կրճատված բյուջեի եկամուտների և ավելացող պարտքի մասին։ Նման իրավիճակում հարց է առաջանում, մի՞թե մեր երկրի սահմանների անվտանգության և սոցիալ–տնտեսական խնդիրների հաղթահարման առաջնահերթությունը Երևանում հասարակական կարգը պահող ոստիկանների ավելացումն է։ Այն, որ հետպատերզմյան Հայաստանում այս որոշումը հարուցել է հանրության դժգոհությունը, միանգամայն արդարացված է։ Պատերազմի արհավիրքի միջով անցած պայմանագրայինները, ինչպե՞ս պետք է ապահովեն բանակի մարտունակությունը և պատրաստվեն առաջիկա մարտահրավերներին, երբ պետությունը պատերազմից շատ չանցած նման խտրական մոտեցում է ցուցաբերում, այն դեպքում, երբ Արցախի տարածքների զիջման արդյունքում Հայաստանի և Ադրբեջանի սահմանը զգալի երկարել է և մեր զինված ուժերը անվտանգային նոր սպառնալիքների առաջ են։ Այս իրավիճակում խելամիտ կլիներ, որ կառավարությունը նախ և առաջ մտածեր բյուջեի համար լրացուցիչ մուտքեր ապահովելու և զինծառայողների սոցիալական ապահովության երաշխիքների վերանայման մասին։
Հիշեցնենք՝ նորաստեղծ պարեկային ծառայությունն առաջին փուլով գործարկվելու է Երևանում 2021 թվականին, այնուհետև ամբողջ հանրապետությունում՝ մինչև 2022 թվականի առաջին եռամսյակը:
Նոր պարեկային ծառայությունը հագեցված է լինելու զենքի նոր հատուկ միջոցներով, տրանսպորտային միջոցներով, տեխնիկական սարքավորումներով:
