Մեր կառավարությունը ունակ չէ աշխատելու

Աուդիտորների պալատի նախագահ Նաիրի Սարգսյանը նախօրեին անդրադարձել է Ամուլսարի հանքի շահագործմանը։ Նա նշել է, թե չնայած այն հանգամանքին, որ ինքը միանշանակ դեմ է հանքարդյունաբերության վրա տնտեսություն կառուցելուն, բայց, ամեն դեպքում, եթե կառավարությունը ստանձնել է պարտավորություն, ապա պետք է դրանք կատարի։
Ըստ տնտեսագետի, անորոշությունը տնտեսության ամենավատ զենքն է, հետևաբար պետք է կառավարությունը կողմնորոշվի այդ հարցում՝ կամ հանքը շահագործում են, կամ չեն շահագործում։ Պետք է հասկանան, թե որն է պետության համար ավելի կարևոր, ավելի արդյունավետ և, հանքը շահագործելու դեպքում, մենք ի՞նչ արդյունք ենք ստանալու։ Նաիրի Սարգսյանի խոսքով, Ամուլսարի հանքի շահագործման դրական և բացասական հետևանքները պարզելու համար իշխանությունը կարող է թղթի մի էջում գրել հանքի շահագործման դրական, իսկ հակառակ էջում բացասական կողմերը և դրանք համեմատել։ Այդ արդյունքները համեմատելու միջոցով էլ պարզ կդառնա թե արդյո՞ք արժե բացել հանքը, թե ոչ։
«Կարող է կառավարությունը մի օր տնտեսական և բնապահպանական թևերի հանձնախումբ ձևավորել, և այդ օրը աշխատել հանքի շահագործման խնդիրները լուծելու ուղղությամբ և բոլոր պատասխանները գտնել։ Սակայն, ցավոք սրտի, մեր կառավարությունը ունակ չէ աշխատելու»,- այսպես է իր խոսքը եզրափակում տնտեսագետը։
