Ընտրությունները չկան, բայց քարոզարշավը մեկնարկել է. «Ժողովուրդ»

«Ժողովուրդ» օրաթերթը գրում է.
Խորհրդարանական երեք ուժերը Հայաստանում սկսել են նախընտրական քարոզարշավը, համենայնդեպս դա են վկայում խորհրդարանական «Իմ քայլը», ԲՀԿ եւ «Լուսավոր Հայաստան» խմբակցությունների քայլերը:
Եվ սա այն դեպքում, երբ վարչապետ Նիկոլ Փաշինյանի կողմից ընտրությունները հունիսի 20-ին անցկացնելու վերաբերյալ միայն ֆեյսբուքյան հայտարարություն է եղել:
Խորհրդարանական խմբակցությունները լծվել են գործի, չնայած արտախորհրդարանական ուժերը դեռեւս հրապարակային ոչինչ չեն ձեռնարկում եւ ինչ-որ քայլերի են սպասում իշխանությունների կողմից: Իսկ Հայաստանում հաստատված կարանտինի, մեկ օրում մի քանի հարյուրից ավել կորոնավիրուսի նոր դեպքերի արձանագրման պարագայում կուսակցությունների մարզային այցելություններն այլ կերպ, քան նախընտրական քարոզչություն, դժվար է անվանել:
Օրինակ՝ «Քաղաքացիական պայմանագիր» կուսակցության անդամներից մի քանիսը ՀՀ վարչապետ Նիկոլ Փաշինյանի հետ շաբաթ օրն անցկացրին Արագածոտնի մարզում: Նրանք եղան մի քանի քաղաքներում, հավաքներ անցկացրին, ընդ որում՝ վարչապետը չնայած հաճախ դիմակ էր կրում, սակայն սոցիալական հեռավորություն չէր պահում եւ անկաշկանդ ձեռքով բարեւում էր մարդկանց, շփվում տեղացիների հետ:
Խոսքը վերաբերում է նաեւ մյուս ՔՊ-ականներին, եւ անգամ հրապարակված կադրերից է պարզ երեւում, որ նրանցից շատերն անգամ դիմակ չեն կրում համավարակային այս պայմաններում՝ չհարգելով իշխանության սահմանած կարանտինը: Ընդ որում, «Ժողովուրդ» օրաթերթը տեղեկացավ, որ վարչապետի եւ նրա թիմի մարզային այցերն ամենշաբաթյա բնույթ են կրելու մինչեւ քարոզարշավի պաշտոնական մեկնարկը, իսկ արդեն երեկ նա կուսակցությունում էր հավաքել իր թիմին։
Նկատենք, որ ՀՀ ընտրական օրենսգրքի հոդված 19-ը սահմանում է. «Նախընտրական քարոզչության ժամանակահատվածը սկսվում է ընտրություններին մասնակցող կուսակցությունների ընտրական ցուցակների, թեկնածուների գրանցման համար սույն օրենսգրքով սահմանված ժամկետի վերջին օրվան հաջորդող 7-րդ օրը եւ ավարտվում քվեարկության օրվանից մեկ օր առաջ:
Այդ ժամանակահատվածում քարոզչությունը ստորեւ անվանվում է նախընտրական քարոզչություն»: Նույն հոդվածը սահմանում է նաեւ. «Նախընտրական քարոզչության ժամանակահատվածի սահմանված լինելը չի սահմանափակում սույն օրենսգրքով չարգելված այլ ժամանակահատվածում քարոզչության իրականացումը»:
Այսինքն՝ կարելի է արձանագրել, որ քաղաքական ուժերը օգտվում են ԸՕ 19 հոդվածով նախատեսված իրավունքից եւ 3 ամիս առաջ արդեն սկսել են նախընտրական քարոզչությունը։
