Նոր Ընտրական օրենսգրքի ջատագովները իբրև փորձում են ավելի ժողովրդավարական դարձնել փաստաթուղթը, իսկ իրականում անում են ճիշտ հակառակը։ Դրա վառ վկայությունն է հետընտրական շրջանում կոալիցիաների կազմման հնարավորությունը։
Գործող օրենսգիրքը 6-օրյա ժամկետում հնարավորություն է տալիս արգելապատնեշը հաղթահարած ԲՈԼՈՐ ուժերին բանակցելու և խորհրդարանական կոալիցիա ձևավորելու համար։ Ըստ որում, եթե նոր կոալիցիա չի ձևավորվում, ապա երկրորդ փուլ անցած ուժերը կարող են մասնակցել նոր դաշինքով՝ միավորվելով արգելապատնեշը հաղթահարած ուժերի հետ։
 
Նոր Օրենսգիրքը սահմանափակում է երկու հնարավորությունն էլ։ Նախ կոալիցիա կազմելու հնարավորության համար տրվում է 14 օր ժամանակ, ԲԱՅՑ այդ հնարավորությունից կարող է օգտվել միայն առաջին տեղը զբաղեցրած ուժը և ըստ էության մյուս ուժերը այդ ընթացքում բանակցություններ վարելու իրավունք չունեն։ Ապա 7-օրյա ժամկետ է տրվում մյուս ուժերին։
 
Ստացվում է, որ հետընտրական անորոշության ժամկետը (հետպատերազմյան երկրում) երկարում է 15 օրով, իսկ առաջին ուժին տրվում է անբնական առավելություն։ Բացի այդ վերացվում է երկրորդ փուլում նոր դաշինք ձևավորելու հնարավորությունը, որը այս իրավիճակում բխում է միայն գործող իշխանությունների շահերից։
 
Ուստի նոր Ընտրական Օրենսգիրքը միտված է գործող իշխանության համար բարենպաստ և չհիմնավորված առավելություններ ստեղծելուն։ Այն խայտառակ հում փաստաթուղթը է և, եթե ընդունվի ապա խորհրդարանական ընդդիմությունը պետք է այն վիճարկի սահմանադրական դատարանում:
