Կառավարությունը ամեն ինչ անում է, որ կապիտալը արտահոսի Հայաստանից

Աուդիտորների պալատի նախագահ Նաիրի Սարգսյանը նախօրեին խոսել է Հայաստանի Հանրապետության ներդրումների ներկայի և ապագայի մասին։ Նա ասել է, որ Էկոնոմիկայի նախարարը ոչ թե պետք է շարունակի պոպուլիզմը, այլ էկոնոմիկայի նախարարությունը պետք է 24 ժամ առանց քուն և դադար փնտրի, գտնի և բացահայտի Հայաստանի տնտեսական պոտենցիալ ռեսուրսները և դա բիզնես պլան կազմած վիճակով ներկայացնի ներդրողների սեղանին և այդ անվտանգային, քաղաքական և, հակաբյուջետային կայունություններն ապահովելով, պետք է փորձեն ներդրողներ ներգրավել։
Նաիրի Սարգսյանի խոսքով անցած տարի կառավարությունը նորից թմբկահարում էր, որ ներդրումների աճ ունենք, ներդրումներ են լինելու 2018 թվականին, 2019 թվականին նույնպես աննախադեպ ներդրումային բումի մասին էին խոսում, սակայն մենք մինչ օրս դրանց ականատես չենք եղել։ Այսօր ներդրողներ չկան և չեն էլ լինելու, որովհետև նախ և առաջ պետք է հասկանանք, թե ի՞նչ է հետաքրքրում ներդրողին։ Եթե մենք չենք ձևակերպում այդ հարցը, թե ինչ է հետաքրքրում ներդրողին, մենք իրավունք էլ չունենք ներդրման մասին խոսելու։ Ներդրողները ցանկանում են նվազագույն ծախսերով առավելագույն արդյունքի ստացում։
Տնտեսագետը հարց է տալիս, թե ինչո՞վ ենք մենք գայթակղիչ, ինչո՞վ է մեր երկիրը ներդրողների համար գրավիչ, որ, օրինակ, տարածաշրջանային երկրներում թողնելով ներդրումները գան և մեր երկրում ներդրում անեն, կամ ԵԱՏՄ մյուս երկրներում ներդրումները թողնեն և գան Հայաստանի Հանրապետությունում ներդրում կատարեն։ Եթե մենք վերցնենք, բիզնեսի հաստատուն ծախսերը, դրան գունարենք իրացման վրա կատարվող ծախսերը, ապա մենք կտեսնենք, որ, մեղմ ասած, այդքան էլ գրավիչ չենք։
Եվ ի՞նչ պետք է անենք...
Այստեղ ամենամեծ կարևորությունը և ամենամեծ գործը ունի անելու մեր կառավարութունը ի դեմս էկոնոմիկայի նախարարության, ի դեմս ֆինանսների նախարարության։ Նրանք պետք է համակարգված գրեն այդ ծրագիրը, այդ ծախսերը վերլուծեն և դրանց նվազմանն ուղված քայլեր կատարեն։ Այսինքն պետությունը պետք է գործի դնի իր կարգավորիչ ֆունկցիան և կարգավորի այդ դաշտը, և շահագրգռի ներդրողներին, որ և տեղական ներդրողների գումարները մնան Հայաստանի Հանրապետությունում և չարտահոսեն Հայաստանից, և արտասահմանյան ներդրումներ ներգրավեն։ Իսկ մենք ականատես ենք եղել կառավարության գործելաոճին, որ ամեն ինչ արվել է, որ կապիտալը արտահոսի Հայաստանի Հանրապետությունից։ Այսինքն կատարել է հակառակ գործողությունը։
