INTERVIEWՀայաստանն այս տարածաշրջանում դիտարկվել է մի երկիր, որը զարգացնում է խաղաղ ատոմ, սա բավականին բարձր ռազմավարական կարգավիճակ է, որը ճիշտ օգտագործելու դեպքում՝ հնարավոր է շատ մեծ հաջողությունների ու արդյունքների հասնել այս ոլորտում: Եվ այսօր, երբ Թուրքիան ակտիվորեն զարգացնում է միջուկային էներգետիկան, Իրանը զբաղված է խաղաղ ատոմի զարգացմամբ, Ադրբեջանը բանակցություններ է նախատեսում ռուսական տեղական «Ռուսատոմ» սերվիսի հետ՝ Ադրբեջանում առաջին ատոմակայանը կառուցելու ուղղությամբ, հայկական կողմը որոշում է 2020 թվականի ամռանը հրաժարվել 2015 թվականին Հայաստանին տրամադրված ռուսական վարկի մնացորդից, որը պետք է ուղղվեր ատոմակայանի վերազինման աշխատանքերին: Այս մասին այսօր Tert.am-ի հետ զրույցում ասաց Էներգետիկ անվտանգության ինստիտուտի ղեկավար, էներգետիկ անվտանգության փորձագետ, քաղաքական գիտությունների դոկտոր Վահե Դավթյանը՝ խոսելով ԱԷԿ տնօրեն Մովսես Վարդանյանի այն հայտարարության մասին, թե գործող ատոմային բլոկի շահագործման ժամկետի չերկարացման ռիսկի գործոն կա:
Նա նշեց, որ սրա արդյունքում կանգնելու ենք ազգային անվտանգության առանցքային և շատ կարևոր սպառնալիքի առաջ: «Ասվում է, թե 90 տոկոս հավանականությամբ կփակվի Մեծամորի ատոմակայանը, ես ասում եմ, որ գրեթե միանշանակ կարելի է խոսել այն մասին, որ ներկայումս իրականացվող քաղաքականության շրջանակներում, որն ուղղված է միջուկային էներգետիկայի դեմ, մենք 2026 թվականից ի վեր մեծ հավանականությամբ չենք ունենալու ատոմակայան: Սա ռիսկ է ոչ միայն էներգետիկ համակարգի համար, այլ նաև աշխարհառազմական տեսանկյունից լրջագույն սպառնալիքներ է ձևավորում»:
Դավթյանը նշեց, որ եթե խոսում ենք զուտ էլեկտրաէներգետիկ շուկայի և դրանում ատոմակայանի դերակատարման մասին, ապա ակնհայտ է, որ առհասարակ Հայաստանի էներգետիկ անվտանգությունը խարսխված է հենց միջուկային էներգետիկայի զարգացման վրա: «Բացի սա, պետք է նշել, որ ատոմակայանը կայուն էլեկտրաէներգետիկ գեներացման օբյեկտ է և այն ապահովում է հիդրոէներգետիկայի հետ մեկտեղ ամենացածր ինքնարժեք ունեցող էլեկտրաէներգիան ՀՀ-ում»:
Փորձագետի խոսքով՝ ռուսական վարկի մնացորդից հրաժարվելով՝ հայկական կողմը հարցականի տակ է դնում միջուկային էներգետիկայի վաղվա օրը, քանի որ նրա համոզմամբ՝ Հայաստանում անհնար է առանց ռուսական օղակի մասնակցության ապահովել խաղաղ ատոմի կամ միջուկային էներգետիկայի զարգացում:
«Սա հասկանալով՝ մեր հարևան երկրներն իրենց միջուկային էներգետիկայի զարգացման հեռանկարները կապում են առավելապես Ռուսաստանի հետ: Փաստորեն այդ որոշումն ունի ընդգված աշխարհաքաղաքական բովանդակություն և նույն ժամանակ խարխլվում է ազգային անվտանգության ապահովման առանցքային հենասյուներից մեկը, որը ատոմային կայանն է»:
Դավթյանի դիռարկմամբ՝ շատ կարևոր է նաև, որ Հայաստանն ավանդաբար դիտարկվել է որպես էլեկտրաէներգիայի արտահանող պետություն, եթե մենք կորցնում ենք ատոմակայանը, ապա սրա մասին պետք է ամբողջովին մոռանալ. «Շատ հավանական է այն սցենարը, որ ստեղծված իրավիճակում Հայաստանը ստիպված կլինի դառնալ էլեկտրաէներգիա ներկրող, մենք դառնում ենք կախյալ արտաքին շուկաներից և մեծ է հավանականությունը, որ հենց ներկրումն ինչ-որ պահից սկսած իրականանա: Թուրքիայից»:
