«Հայաստան» համահայկական հիմնադրամի հոգաբարձուների խորհրդին․

Ս.թ. մարտի 15-ին Արցախում ինտերնետի խնդիրներով պայմանավորված տեխնիկական պատճառներով չեմ կարողացել լիարժեք մասնակցել Հոգաբարձուների խորհրդի հեռավար նիստին և արտահայտել իմ տեսակետը օրակարգի թիվ մեկ հարցի վերաբերյալ:

Սույնով ուզում եմ հաստատել, որ հաշվի առնելով Հիմնադրամի հաշվետվության շուրջ ստեղծված բարդությունները և ելնելով կառույցի հեղինակությունը անհարկի շահարկումներից զերծ պահելու անհրաժեշտությունից, միանում եմ պրն. Ռ. Քոչարյանի այն տեսակետին, որ խնդրո առարկա 52 մլրդ դրամն անհրաժեշտ է ձևակերպել որպես ՀՀ կառավարության պարտք Հիմանդրամին՝ 3-5 տարվա ընթացքում վերադարձնելու պայմանով, և որ «Հայաստան» հիմնադրամն իր հերթին պետք է հիշյալ գումարը ծախսի Արցախի կարիքները հոգալուն ուղղված բազմաթիվ ծրագրերի վրա:

Հիշեցնենք, որ 15.03.2021 կայացած «Հայաստան Համահայկական հիմնադրամի» հոգաբաձուների խորհրդի նիստից հետո հոգաբարձուների խորհրդի անդամ ՀՀ երկրորդ նախագահ Ռոբերտ Քոչարյանը աղորդագրություն էր տարածել, որում նշել էր․ «Երեկ մասնակցեցի «Հայաստան» համահայկական հիմնադրամի հոգաբարձուների խորհրդի հեռավար նիստին։

Քննարկվում էր Արցախում պատերազմի ընթացքում Հիմնադրամից կառավարությանը փոխանցված 52 մլրդ դրամի մասով հաշվետվության խնդիրը։

Քննարկումից ստացած տպավորությունս մտահոգիչ է։ Վարչապետը միանշանակ հայտարարեց, որ 52 մլրդ դրամը մուտքագրվել է բյուջե և ծախսվել բյուջեի բոլոր ծախսերի ընդհանուր կաթսայում և որ անհնար է հստակեցնել, կոնկրետացնել, թե ինչի վրա են ծախսվել բարեգործական նպատակով հանգանակված միջոցները։

Մինչդեռ, Հիմնադրամի հետ պայմանավորվածության համաձայն, կառավարությունը պարտավոր է տրամադրել ստացված միջոցների վերաբերյալ հաշվետվություն:

Ակնհայտ է, որ վերոհիշյալ միջոցները պետք է մուտքագրվեին կառավարության՝ հատուկ այդ նպատակով բացված հաշվեհամարին և ծախսվեին այդ հաշվեհամարից պատերազմի թելադրած անհետաձգելի, հրատապ կարիքների համար։ Այդ դեպքում հաշվետվողականության հետ կապված որևէ խնդիր չէր լինի։

Ես չգիտեմ՝ այս ամենն արվել է միտումնավո՞ր, թե անփութության արդյունք է, բայց փաստացի՝ հենց կառավարության գործողությունների արդյունքում լրջորեն վնասվում է «Հայաստան» համահայկական հիմնադրամի հեղինակությունը։

Վարչապետի՝ ծախսված միջոցների վերաբերյալ բանավոր հավաստիացումները բացարձակապես վստահություն չեն ներշնչում։ Չեմ կարող հավատալ մի կառավարության հավաստիացումներին, որը պատերազմի ամբողջ ընթացքում ցինիկիաբար խաբել է սեփական ժողովրդին՝ թաքցնելով ռազմաճակատում տիրող իրական իրավիճակը, որը պատերազմի ավարտից 4 ամիս անց անգամ թաքցնում է զոհերի, անհետ կորածների, գերիների թիվը։ Այս կոնտեքստում ինձ համար անհասկանալի է հոգաբարձուների խորհրդի անունից ընդունված հայտարարությունը: Ինչպե՞ս կարելի է նախօրոք վստահ լինել Հիմնադրամի միջոցների նպատակային ծախսվելու մեջ, երբ ծախսերը հաստատող փաստաթղթերն ամբողջովին բացակայում են:

Ստեղծված իրավիճակում որևէ աուդիտ հստակություն չի մտցնի, այլ միայն կամրապնդի առկա կասկածները։ Այս իրավիճակից միակ ճիշտ ելքը տեսնում եմ այդ 52 մլրդ դրամի ձևակերպումը՝ ոպես կառավարության պարտք Հիմանդրամին՝ 3-5 տարվա ընթացքում վերադարձնելու պայմանով։ «Հայաստան» հիմնադրամը, իր հերթին, պետք է այդ գումարը ծախսի Արցախի կարիքները հոգալուն ուղղված բազմաթիվ ծրագրերի վրա»։
