«Փաստ» օրաթերթը գրում է
2017 թվականի համեմատ մեկ անձից կատարվող պետական գնումները էապես աճել են: Այս մասին «Փաստի» հետ զրույցում նշեց տնտեսագետ Թադևոս Ավետիսյանը: «Դրանք այն գնումներն են, որոնք խնդրահարույց են ոչ միայն իրենց իսկ հռչակած սկզբունքների ու ծրագրային մոտեցումների տեսանկյունից, այլև, ընդհանուր առմամբ, ռիսկերի տեսանկյունից»,- ասաց նա՝ հավելելով, որ գնումների այն ձևը, որն օրենսդրությամբ թույլատրելի է բացառիկ դեպքերում, 2017 թ. համեմատ 2019-ին աճել է շուրջ 54 տոկոսով: «Պետական գնումների կեսից ավելին այսօրվա իշխանությունները կատարում են մեկ անձից: Այս մասով դեռ 2020 թ.-ի ամփոփ թվերը չկան, բայց, բնականաբար, բացասական միտումն ավելի է խորացել, ու այդ առումով ավելի բարձր թիվ ենք ունենալու:
Ինքնին մեկ անձից կատարվող գնումները բարձր ռիսկային են, որովհետև մրցակցություն չկա: Եթե անգամ կոռուպցիոն ռիսկեր էլ չկան, ինչի վերաբերյալ, իհարկե, չեմ կարող համոզված լինել, մեկ անձից կատարվող գնումը շուկայական մրցակցային ու հիմնական ձևը չէ: Մեծ հաշվով, կարելի է ենթադրել, որ այստեղ առնվազն անարդյունավետ ծախսերի հիմքեր կան: Սրանց մասին է պետք մտածել: Փոխանակ անարդյունավետ պետական ծախսերը կրճատեն, կացինն առած՝ կրճատում են այն ծախսերը, որոնք, ելնելով օրվա իրավիճակից, օբյեկտիվ անհրաժեշտություն են»,- նշեց Թ. Ավետիսյանը:
