INTERNATIONAL NEWSՓաստաթղթի ստորագրումից մեկ դար անց Մոսկվայի պայմանագիրը չի կորցնում իր նշանակությունը: Այս մասին հայտարարել է Թուրքիայի խորհրդարանի խոսնակ Մուստաֆա Շենթոփը, գրում է «Անադոլու» գործակալությունը:
Խորհրդարանի նախագահը խոսել է «Թուրքիայի և Ռուսաստանի միջև հարաբերությունները 1921 թ. մարտի 16-ի Մոսկվայի պայմանագրի կնքման հարյուրամյակին» թեմայով քննարկումների բացմանը, որը կազմակերպվել է Թուրքիայի խորհրդարանի շենքում:
«Այս փաստաթուղթը դարձել է Ռուսաստանի կողմից Թուրքիայի խորհրդարանի կառավարության և մեր երկրի արևելյան սահմանների որոշման ճանաչման վկայությունը: Պայմանագիրը ստորագրվել է դիվանագիտական հարաբերությունների հաստատումից մեկ տարի անց: Այսպիսով, երկու երկրները ցույց են տվել համերաշխության և փոխադարձ աջակցության իրենց ցանկությունը»,-ասել է Շենթոփը:
Մոսկվայի ռուս-թուրքական պայմանագիրը՝ Ռուսաստանի Խորհրդային Ֆեդերատիվ Սոցիալիստական Հանրապետության (ՌԽՖՍՀ) կառավարության և Թուրքիայի Ազգային մեծ ժողովի կառավարության միջև 1921 թվականի մարտի 16-ին կնքված «եղբայրության և բարեկամության պայմանագիրը» բանակցվել է Մոսկվայի ռուս-թուրքական երկրորդ կոնֆերանսի (26 փետրվարի - 16 մարտի, 1921 թվական) ժամանակ։
Սույն պայմանագրով Ռուսաստանը ճանաչում էր Թուրքիայի ինքնիշխանությունն Ազգային մեծ ուխտի՝ թուրքական ճանաչած բոլոր տարածքների նկատմամբ։ Թուրքիան, իր հերթին, հրաժարվում էր Բաթումից` փոխարենը ստանալով Սուրմալուի գավառը։ Պայմանագրով հաստատվել է Թուրքիայի հյուսիս-արևելյան սահմանը, որը գործում է առ այսօր:
Մոսկվայի ռուս-թուրքական երկրորդ կոնֆերանսն անցկացվել է 1921 թվականի փետրվարի 26-ից մինչև մարտի 16-ը, Քեմալական Թուրքիայի և խորհրդային հանրապետությունների միջև հարաբերությունները կարգավորելու նպատակով։
Կոնֆերանսում ՌԽՖՍՀ-ն ներկայացրել են Գեորգի Չիչերինը և Ջելալ Կորկմասովը, իսկ Թուրքիայի Ազգային մեծ ժողովի կառավարությունը՝ Յուսուֆ Քեմալ Բեյը, Ռիզա Նուր Բեյը և Ալի Ֆուատ փաշան։ Ազգությունների այն ժամանակվա կոմիսար Ստալինի ջանքերի շնորհիվ[4] Չիչերինը վերջնականապես հրաժարվում է մինչ այդ ունեցած հայանպաստ իր դիրքորոշումից։ Հայաստանի սահմանների հարցի կապակցությամբ Չիչերինը հայտարարում է, որ իրենք չեն պնդի սահմանը Արփաչայից արևմուտք և Արաքսից հարավ անցկացնելուն։ Դա նշանակում էր, որ Թուրքիային էին անցնում ոչ միայն ամբողջ Կարսի մարզը, այլև Սուրմալուի գավառը, որը երբեք չէր եղել Թուրքիայի կազմում։ Սակայն թուրքական պատվիրակությունը չի բավարարվում այդքանով և պահանջում է, որպեսզի Նախիջևանի մարզը չմնա Հայաստանին, այլ դրվի Ադրբեջանի հովանավորության տակ, վերջինս էլ պետք է պարտավորվեր ապագայում չզիջել այդ հովանավորությունը մի երրորդ պետության, այսինքն՝ Հայաստանին։
