«Սիրելի՛ հայրենակիցներ
ՀՀ ԵԿՄ վարչությունը գիտակցելով իրավիճակի լրջությունը, պետության ամրապնդման, ինչպես նաեւ ՀՀ ԶՈւ հզորացման անհրաժեշտությունը, հայտնելով մեր հավատարմությունը ազատամարտի մասնակիցներին՝ ազգային գաղափարները կրող, ազգի ճակատագրով մտահոգ, հայրենասեր, հայրենատեր մարդկանց համախմբման կոչ է անում։ Սթափվել է պետք, հակառակորդ երկրի ղեկավարն արդեն հոխորտում ու սպառնում է Զանգեզուրը նվաճելով, ուստի․
Հրատապ է․

1. Հայաստան պետության համար վճռորոշ այս իրավիճակում անհրաժեշտություն է պետական բոլոր կառույցների եւ մարմինների ամրապնդումը, աններելի է ներքին անկայունության շարունակությունը:

2. Իշխանությունը ժամ առաջ ամբողջական գործնական ծրագիր ներկայացնի ներկայումս երկրում ստեղծված իրավիճակից դուրս գալու համար։

3. Գերակա խնդիր համարել պետության ներքին կայունության վերականգնման ու հաստատման անհրաժեշտությունը, դիմագրավել այն քաղաքական ուժերին ու անհատ բախտախնդիրներին, ովքեր իրենց գործունեությամբ ապակայունացնում են իրավիճակը։

4. Անմնացորդ նվիրվել զինծառայողների մարտական ոգու եւ հայրենասիրության հետագա ամրապնդման գործին։

5. Նպաստել երկրում համերաշխության հաստատմանն ու առճակատող բեւեռների հարթեցմանը։

6. Մենք այսօր մեր հավատավոր միասնությամբ, սթափ եւ ճկուն քաղաքականությամբ ի զորու ենք եւ պարտավոր դիմակայել արտաքին ու ներքին դժվարություններին ու մարտահրավերներին, ինչպես կարողացանք անել 1988-1994թթ․։

7. Արցախի անկախության համար նահատակված մեր հերոսների՝ Արցախն անկախ տեսնելու հույսն ու հավատը երբեք չկորցնենք։

8. Ինչպես ասում էր Սպարապետ Վազգեն Սարգսյանը «Հաղթել են, պետություն են ստեղծել այն ժողովուրդները, որոնք պատերազմի կես ճանապարհին չեն հոգնել․․․»։

ԵԿՄ-ն կոչ է անում՝ ոչ թե հոգնենք, ոչ թե հուսահատվենք ու մեր ապագան թողնենք բախտի քմահաճույքին, այլ համախմբվենք ազովի եւ գործենք ի շահ մեր պետության, պետականության ու ժողովրդի»։
