«Ժողովուրդ». Երկրում ներդրումներ չկան, հետևաբար պետք է կրճատել ՄԻՊ գրասենյակի ծախսերը. մանրամասներ նիստից

«Ժողովուրդ» օրաթերթը գրում է.  ՀՀ Կառավարության երեկվա նիստում հավանության է արժանացել «Մարդու իրավունքների պաշտպանի» մասին օրենքում եւ մի շարք այլ օրենքներում այնպիսի փոփոխություններ, որոնք ուղղակի հանրային կյանքում չարիք են դառնալու: Եթե այն ընդունվեց ե’ւ ՄԻՊ գրասենյակը ե’ւ նախադպրոցական ու դպրոցական հասատատությունների աշխատակիցների աշխատավարձերը էապես կարող են կրճատվել:

 

Բայց առայժմ կենտրոնանանք միայն ՄԻ պաշտպանի մասին օրենքի փոփոխության վրա: «Ժողովուրդ» օրաթերթը տեղեկացավ, որ այս նախագծի հեղինակը ՀՀ ֆինանսների նախարարությունն է` ի դեմս նախարար Ատոմ Զանջուղազյանի:

 

Նրա կարծիքով չպետք է օրենքը իրենց սահմանափակի որեւէ ինստիտուտի բյուջեն կրճատելու հարցում, որպեսզի երբ ցանկանան ումից ցանկանան գումարներ տնտեսեն եւ ուղղեն այլ ոլորտների: Ավելին, մեր տեղեկություններով, Ջանջուղազյանը Կառավարությունում հայտարարել է, որ ներդրումներ չկան երկրում, հետեւաբար պետք է մեր ներսում տնտեսումներ անենք:

 

Թվում է, թե օրենք է «նեղ օրերի մասին»։ Բայց ինչ հետեւանք կունենա այն. Կրճատելով, օրինակ, 1-2 մլն դրամ ՄԻՊ գրասենյակի ծախսերից, երկրում տնտեսության վիճակը դժվար թե բարելավվի: Բայց միջազգային առումով մենք լուրջ խնդիրներ կունենանք, քանի որ Գործող օրենքի համաձայն՝ յուրաքանչյուր տարի Պաշտպանի հաստատության համար պետական բյուջեով ֆինանսավորման չափը չի կարող լինել պակաս, քան նախորդ տարի պետական բյուջեով նախատեսված հատկացման չափն է: Ու հիմա երբ այդ երաշխիքը վերացվում է, մեր ՄԻՊ գրասենյակը ՄԱԿ-ի իր նվաճած Ա կետից գուցե նորից իջնի Բ մակարդակի:

 

Համեմատության համար նշենք, որ երբ ՀՀ ՄԻՊ-ը ՄԱԿ-ի կողմից արժանացավ այդ բարձր տիտղոսին Ադրբեջանի ՄԻՊ-ը մեր օրենքի այդ դրույթը ուղիղ կրկնօրինակելով իրենց օրենդսրության մեջ՝ հայտ է ներկայացրել ՄԱԿ-ում ստանալ Ա կարգ: Իսկ ՀՀ կառավարությունը մեր երկրի առաջընթացից հետքայլ է անում:

 

Նշենք, որ ՄԻՊ գրասենյակի ֆինանսական կայունության մասով մենք մի շարք կոնվենցիաներ ունենք ստորագրված: ՄԱԿ-ի կոնվենցիայով նախատեսված Խոշտանգումների կանխարգելման մեխանիզմի, Երեխաների իրավունքների մասին ՄԱԿ-ի կոնվենցիայով, Հաշմանդամություն ունեցող անձանց իրավունքների մասին ՄԱԿ-ի կոնվենցիայով նախատեսված Մարդու իրավունքների պաշտպանի միջազգային կարգավիճակների մասին փաստաթղթերով երաշխավորված է ֆինանսական կայունության հարցը:

 

Հիմա ստացվում է, որ մեր երկիրը չի հարգում իր իսկ ստորագրած փաստաթղթերը. սա ուղղակի անթուլատրելի է:
Բացի այդ, խայտառակություն է, որ Օմբուդսմենի գրասենյակին առնչվող օրենքը օրակարգում ընդգրկվել և ընդունվել է՝ որպես չզեկուցվող, չքննարկվող հարց, չի համաձայնեցվել ՄԻ պաշտպան Արման Թաթոյանի հետ:

 

Այն պաշտպանի, որի աշխատանքից գոհ է հանրության մի զգալի հատված, եւ նրա բարձր վարկանիշն, ըստ էության, վտանգում է ՄԻՊ գրասենյակի ապագան:
Ստացվում է, որ պատերազմի ընթացքում եւ դրանից հետո օրեցօր իր վարկանիշը կորցնող իշխանությունը այլեւս թքած ունի հանրային կարծիքի, միջազգային հանրության, ժողովրդավարական արժեքների եւ ինստիտուտների վրա:

 

Գլխավորը` իշխանություն պահելն է` ամեն գնով, ամեն ինչի գնով: Բայց այս ընթացքում մեր երկրի տարբեր ինստիտուտներ վտանգվում են, ոչնչանում, իսկ դրանց գոյությունը դրվում է հարցականի տակ»:
