Էլեկտրաէներգիայի սակագների բարձրացման պատճառները՝ 1 մլրդ դոլար պարտք, ավելցուկայնություն, արցախյան ՀԷԿ-երի կորուստ

Բացասական գործոններն այնքան ծանրակշիռ են, որ իշխանությունները միջնաժամկետ հեռանկարում (մինչև 2022-ի սկիզբը) դժվար թե համաձայնեն էլեկտրաէներգիայի սակագների վերանայմանը՝ դեպի նվազման կողմ: Այս մասին NEWS.am-ի թղթակցի հետ զրույցում ասաց «Մեկ Հայաստան» կուսակցության քաղխորհրդի անդամ, քաղաքագիտության դոկտոր, էներգետիկ անվտանգության փորձագետ Վահե Դավթյանը:
Հիմնական գործոնը, ըստ փորձագետի, Հայաստանի էներգետիկ համակարգում կուտակված մեծ պարտքն է՝ վարկային բեռը, որը, ըստ որոշ գնահատականների, հասնում է 1 միլիարդ դոլարի:
«Մենք գործնականում ձախողել ենք վրացական ուղղությամբ էլեկտրաէներգիա արտահանելու ռազմավարությունը: Իրանական ուղղությամբ եւս որոշ խնդիրներ են նշմարվում: Բացի այդ, երկիրն ունի էլեկտրաէներգիայի սպառման բավական համեստ դինամիկա, եւ դա այն դեպքում, որ էներգահամակարգն ավելցուկային է: Հայկական ԱԷԿ-ի անջատման հետ կապված մենք 141-րդ օրը չենք ստանա 560 մլն կՎտ/ժամ էլեկտրաէներգիա, իսկ կայանի արդիականացման արդյունքում դրա արտադրողականությունը կաճի մոտ 20%-ով»,- նշեց Դավթյանը:
Եւս մեկ բացասական գործոն, ինչպես հիշեցրեց փորձագետը, 2020-ի ամռանը բնական գազի սակագների 5-6% բարձրացումն է այն բաժանորդների համար, ովքեր ավելի քան 10 հազար խորանարդ մետր գազ են օգտագործում (ՋԷԿ-եր, ջերմոցային տնտեսություններ, վերամշակող արդյունաբերություն), ինչը նույնպես անդրադառնում է ինքնարժեքի վրա:
«Հայաստանի էներգետիկ անվտանգության ապահովման մոդելի համաձայն, ատոմակայանի վերանորոգման աշխատանքների ընթացքում հիմնական գեներացիոն բեռը իրենց վրա կվերցնեն ՋԷԿ-երը: Ինչպես հայտնի է, ՋԷԿ-երի համար Հայաստանում սահմանված են ամենաբարձր սակագները: Սա լուրջ բեռ է ստեղծում երկրի էներգետիկ համակարգի համար»,- պարզաբանեց նա:
Երրորդ գործոնը Արցախն է, որտեղից նախատեսվում էր 2021 թվականին 330 միլիոն կվտ/ժամ էլեկտրաէներգիա ներկրել:
«Քանի որ էլեկտրաէներգիան գեներացվում է հիմնականում հիդրոէլեկտրակայաններից, այն բավականին էժան էր: Պատերազմի հետեւանքով 30 հիդրոէլեկտրակայաններ անցան Ադրբեջանին: Արցախն այսօր արդեն ինքը էլեկտրաէներգիա ներմուծելու կարիք ունի՝ բնակչության եւ հիմնական տնտեսվարող սուբյեկտների կարիքները հոգալու համար»,- եզրափակեց փորձագետը:
Հիշեցնենք, որ Հայաստանում 2021 թվականի փետրվարի 1-ից բաժանորդների 10%-ի համար էլեկտրաէներգիայի սակագները բարձրացել են 3 դրամով: Փոփոխությունները չեն ազդի սոցիալապես անապահով ընտանիքների եւ այն քաղաքացիների վրա, ովքեր ամսական մինչեւ 400 կՎտ/ժամ էլեկտրաէներգիա են սպառում:
