«Փաստ» օրաթերթը գրում է
Նիկոլ Փաշինյանի մարտիմեկյան հանրահավաքին մարզերից մարդկանց համատարած տեղափոխումը իրականացնելու համար օգտագործվել են նաև տուրիստական կազմակերպությունների, ի մասնավորի՝ «Բաս վոյաժի» ավտոբուսները: Ճիշտ է, իշխող քաղաքական ուժի ներկայացուցիչները հայտարարում են, թե իրենց համակիրներին տեղափոխելը վարչական ռեսուրս չէ, սակայն փաստացի չեն էլ հերքում, որ իրականացրել են տեղափոխություն: «Իմքայլականները» նշում են, որ պետական՝ մասնավորաբար, «ԱԺ-ի, ՊՆ-ի կամ ոստիկանության» տրանսպորտ չի տրամադրվել, ուրեմն դա չի կարող համարվել վարչական ռեսուրսի կիրառություն: Սակայն այստեղ առկա են մի շարք ուշագրավ հանգամանքներ:
Ի մասնավորի, մեր աղբյուրները փոխանցում են, որ կառավարությունում ժամանակին կարողացել են մտածել «գեղեցիկ» սխեմա, ըստ որի, ամսական շուրջ 15 միլիոն դրամ է տրամադրվում նշյալ կազմակերպությանը՝ տրանսպորտային փոխադրումների համար: Դրան գումարած՝ նախատեսվածից «դուրս» յուրաքանչյուր ծառայության համար կատարվում է հավել յալ վճարում, և որոշ դեպքերում այդ գումարը ամսական կարող է հասնել ամսական մինչև 50-60 միլիոն դրամի:
Այն, որ պատերազմի ժամանակ այդ սխեման կիրառվել է զինծառայողներին տեղափոխելու համար, քանզի ՊՆ տրանսպորտը բավարար չի եղել, սկզբունքորեն կարելի է համարել բնական և ընդունված գործընթաց: Սակայն փաստացի ստացվում է, որ նույն սխեման կարող է օգտագործվել պետբյուջեի հաշվին նաև իշխող թիմի քաղաքական շահերը սպասարկելու համար, այդ թվում՝ քաղաքացիներին հանրահավաքի վայր հասցնելու և հետ վերադարձնելու նպատակով:
