Հայաստանի եւ Հայ ժողովրդի դիմագրաված գոյաբանական սպառնալիքների եւ մարտահրավերների ճակատագրական այս շրջափուլում, ժամանակն է, որ մենք ազգովին վերջապես գիտակցենք, որ Հայոց Բանակը՝ ոչ միայն մեր պաշտպանության, անվտանգության, տարածքային ամբողջականության եւ սահմանների անձեռնմխելիության երաշխավորն է, այլեւ մեր լինելիության, հարատեւման եւ զարգացման անփոխարինելի գրավականը: 

Միայն հզոր եւ ամուր զինյալ ուժերի առկայությամբ՝ մենք կկարողանանք ապահովել մեր պետության անվտանգ կենսագործումը, տնտեսության կայուն զարգացումը, հասարակության համընդհանուր բարօրությունը եւ ամենաէականը՝ ժողովրդավարության խոր արմատավորումը: 

Առանց գերհզոր զինյալ ուժերի՝ ո՛չ պետական հեղինակություն, ո՛չ միջազգային կշիռ, ո՛չ կենսունակ տնտեսություն, ո՛չ էլ ժողովրդավարություն չի կարող գոյություն ունենալ, որովհետեւ պարզապես երկիր՝ չի լինում։ 

Եթե սահմանադրության պահանջն է, որ Հայաստանի զինված ուժերը անվերապահ չեզոքություն պահպանեն ներքաղաքական գործընթացների վերաբերյալ, ապա համազոր հրամայական է նաեւ, որ քաղաքականությունը չներխուժի զինված ուժերի ոլորտ, այն չներքաշի քաղաքական գործընթացների մեջ, եւ ամենակարեւորը՝ այն չդարձնի քավության նոխազ՝ իր սխալները եւ թերացումները քողարկելու կամ արդարացնելու համար: 

Հայոց Բանակը պետք է վեր լինի ամեն կարգի այսրոպեական ճղճիմ նկատառումներից, ընթացիկ քաղաքական նպատակներ հետապնդող շահարկումներից եւ հատկապես պաշտպանված լինի իր դեմ նյութվող բազմաբնույթ եւ բազմապիսի խարդավանքներից:
