«Իրավունք» թերթը գրում է. «Մինչ ողջ երկիրը, ելնելով Նիկոլի հայտնի սկանդալային հայ­տարարությունից, քննարկում էր «Իսկանդերի» պայթել-չպայթելու հարցը, ՌԴ ՊՆ-ն հանդես եկավ հայտարա­րությամբ, որ այդ զինա­տեսակն առհասարակ չի կրակել: «Ըստ մեր ունեցած օբյեկտիվ և հավաստի տեղեկու­թյունների, որը հաստատվել է նաև օբյեկտիվ վերահսկողության հա­մակարգով, այս տեսակի հրթիռային համակարգերից, ոչ մի հատ Լեռնային Ղարաբաղի հակամար­տության ընթացքում չի օգտագործվել»,- այս մասին տե­ղեկացրել է Ռուսաստանի պաշտպանության նա­խարարությունը՝ պնդե­լով, որ բոլոր հրթիռնե­րը գտնվում են զինա­պահեստում:

Բայց չէ՞ որ Նիկոլի ակ­նարկից զատ նաև ՀՀ ՊՆ ռազմական վերահսկողական ծառայության նախկին պետ, գեներալ-գնդապետ Մովսես Հակոբյանը լրագրողների հետ զրույցում հստակ հայտարարել է. ««Իսկանդեր» պատերազմի ըն­թացքում կիրառվել է, բայց որտե՛՛ղ՝ չեմ նշի»: Նիկոլն էլ «պեչատեց», թե 10 տոկոսն է պայթել:

Այսպիսով, ՌԴ ՊՆ-ի հայտարա­րությունից հետո Մ․ Հակոբյանը մնո՞ւմ է այն մտքին, որ «Իսկանդե­րը» արձակվել է: Հարցի շուրջ հստակ պատասխան ստանալու ակնկալիքով «Իրավունքը» դիմեց ՀՀ ՊՆ ռազմական վերահսկողական ծառայության նախկին պետ, գեներալ-գնդապետ Մովսես Հակոբյանին, ով կրկին պնդեց ավելի վաղ ասվածը.

- Ես չգիտեմ, թե ռուսական կողմը ինչու է նման հայտարարու­թյամբ հանդես եկել, չեմ կարող մեկնաբանել:

- Պարո՛ն Հակոբյան, ամեն դեպ­քում, փաստացի, ՌԴ ՊՆ-ն հերքեց ինչպես Ձեր, այնպես Էլ Փաշինյանի հայտարարությունները «Իսկանդերի» գործարկման մասին:

- Ձեր առաջ շարքային զինվոր չի կանգնած, չէ՞, որ չճշտված ին­ֆորմացիա հրապարակի:

- Դե դրա համար էլ հարցնում ենք։

- Ես էլ պատասխանում եմ և պնդում՝ «Իսկանդերը» պատե­րազմի ժամանակ կրակել է: Այսքանը, մնացածի մասով, թե ով, ին­չու, ապա դա իմ խնդիրը չի»:
